III. PROJECT DESCRIPTION:



The project involves the procurement of one (1) unit Hand Tractor with complete accessories in Support to Climate Resilient Farm Productivity Support Project (CRFPSP) to be provided to Greeners Multi-Purpose Cooperative with business address located at Barangay Almaguer North, Bambang Nueva Vizcaya. The purpose for the provision of the agricultural machineries to the association is for the sustainable livelihood support that will encourage Agrarian Reform Beneficiaries (ARBs) to be a member of the association. Likewise, said facilities will be for rent at a lower price to the members and agri-inputs will be given free to the new recruited ARB members. The machinery is proposed under 4. Climate Resilient Farm Productivity Support, 4.1 Provision of Agricultural Extension Services and farm input support, 4.1.1 Sustainable Livelihood Support for disaster affected areas. This include the employment of technical staff and manpower to run for its operation and maintenance. This will be lent to small farmers/ARB new members at minimal rentals to facilitate efficient farming operations.



Hand Tractor



Two-wheel tractors or more commonly referred to as hand tractors are used in many rice producing countries for land preparation. This includes operations such as plowing, harrowing, land leveling and transportation. These tractors have a forward mounted engine which is counter-balanced by the equipment attached behind the two-drive wheels. Hand tractors are normally powered by 6-12 kW gasoline or diesel engines and are fitted with either rubber tires or steel cage wheels. Rubber tires are commonly used for gear type 2-wheel tractor and transportation. Cage wheels are necessary for all wet workings. The attachments used with hand tractors are the moldboard plough, the disc plough, harrows and rotavators for gear type hand tractors.

IV. RATIONALE



a. ARBO Profile



Rice self-sufficiency is a vital anchor for national security. In fact, one of the goals of the National Government is to become self-sufficient in terms of its rice production so importation could be avoided or at least be lessened.



Rice mechanization is the efficient application of modern rice farm technologies to increase produce and preserve its quality and to reduce postharvest losses. It maximizes land and labor productivity thereby increasing the economic returns to the rice farmers. In general, mechanization allows easier and timely production and postharvest operations. It reduces drudgery of field work and lowers production and post harvest costs.



In partnership with Greeners Multi Purpose Cooperative, It was agreed that one (1) unit of hand Tractor will be provided to the ARBO. At least 30 recruited new ARB members will be the beneficiary of this project for farm modeling as a show case to be replicated by other ARB members.

c. Project Situationer



ARBO is located at Barangay Almaguer North, Bambang, Nueva Vizcaya covered under MIA ARC. Considering that members of the Cooperative is province wide, it has vast agricultural area.



Considering that Greeners MPC garnered the 3rd place - National Level in the recently conducted Information Technology Enabled Maturity Assessment (ITEMA).



The Cooperative is highly recommended to be awarded with these proposed machinery. The proposal aims to develop the agricultural areas of the members for the sustainability of their projects, increase membership participation and addressing the needs of members thereby contributing to the improvement of quality of life of the Agrarian Reform Beneficiaries (ARBs).



The Cooperative would generate income and employment for the operation of these on-farm rice production facilities and equipment. An increase of the farmer member-s income and immediate rice production facility servicer would be fully benefitted by the members and other farmers from nearby locality.



The proposal aims to develop the agricultural areas of the members. Consequently, land preparation is a major expense in rice production. Moreover, it is argued that, in areas having labor shortages during the peak land preparation period, land preparation and transplanting are often delayed, thus reducing crop yield. There is not enough tractor in the area of bisiness of the members. Therefore, the need of a machinery to the Cooperative will be of great benefit to the members most especially to the ARBs.





General Objectives:



The general objective of the project is to help increase farm productivity of ARB farmers through the provision of one (1) unit Hand Tractor with complete accessories and to introduce sustainable livelihood projects for new ARB members of ARBOs in the ARC through the provision of basic farm machineries.



Specific Objectives:



1. Provide employment to some members of the Cooperative and bring down total agricultural production cost, particularly on labor;

2. Encourage Agrarian Reform Beneficiaries to become members of the cooperative to avail of the services of the machinery;

3. To operate and maintain the hand tractor for farm activities of the members of the association at an affordable price and generate additional income for the association and its members; and

4. To develop the capacity of the ARB organizations in operating and managing profitable agri-enterprises and common service facilities through farm modeling on rice production.

5. To train farmers at least 30 ARBs in rice techno-demo.

B.) OPERATION AND MANAGEMENT



The equipment will be treated rentals at reasonable cost to facilitate efficient farming operations. A technician of the association will supervise this project to ensure the safety of the equipment. During the operation of the project, specific guidelines and policies will be formulated. This will ease small farmers from buying/ procuring farm equipment which is one of the costly part of farming. The DAR in partnership with other line agencies will conduct technology trainings for the farmer cooperators.



VI. FINANCIAL STUDY:



iƒ˜ The total project cost of this project is Php250, 000.00 which will be charged to Climate Resilient Farm Productivity Support fund. The project has 2 components, the hard and soft component. The hard component shall be the procurement of a Hand Tractor with complete accessories. The soft component shall be used in the conduct of technology trainings to manage a farm modeling project on rice production. Thirty (30) ARBs shall be assisted/trained to model rice production technology with the assistance of Municipal Agriculture Office. The farm inputs to be provided shall be treated as loan of members to be paid after harvest with reasonable interest rate.

SOCIO ECONOMIC ASPECT:

Learning on new farming technologies will provide avenue for their economic development.



VIII. MARKETING PLAN:



iƒ˜ The new ARB members are the priority customers. Farmer members and other farmers in the ARC and neighboring barangays are target beneficiaries of this project.



IX. RENTALS/FEES:



iƒ˜ Rentals/Fees shall be Php7, 000.00 from plowing and harrowing for members and Php7, 500.00 for non-members.



X. Project Management:



The Manager will oversee the implementation and monitoring activities thru a project care taker. The Greeners Multi Purpose Cooperative will hire one (1) skilled operator and a helper to ensure the safety and profitability of the project. Collected fees will be for maintenance and operation of the facility.
