SPECIFICATIONS AND INSTRUCTIONS TO BIDDERS

1. Administrative Information

1.1. It is the intent of this RFP to secure competitive proposals for the provision of Documentary (video and Photography) services for Yobe State LLINs Mass Campaign.

1.3. Bids must be received by Wednesday 24th April 2019 at 10:00am. Bids submitted after the deadline will NOT be accepted.

1.4. Questions must be sent by email to tenders@malariaconsortium.org with the following bid reference in the subject: MC-NG-Yobe-018-Documentary-Question’

1.5. Malaria Consortium shall notify the winning bidders in writing within three working days of the bid
decision. Malaria Consortium is under no responsibility to release the identity or contract terms of
the winning vendor.

1.6. The submitted proposal shall include the following information. Failure to supply all requested
information or comply with the specified formats will disqualify the bidder from consideration.
o Signature to confirm compliance with Malaria Consortiums Policies (section 5)
o Copy of business registration documents (proof of legal operation in Nigeria).
o Bank reference for previous 2018 (letter of sound financial standing)
o Pricing Proposal based on the details provided in this RFP
o Evidence of tax payment, Tax Identification Number (TIN)
o Bidder capacity and pricing Proposal based on the details provided in this RFP, to include
? Bidder experience with delivering Documentary video and photography services
? Bidder experience with delivering Documentary video and photography services
(Documentary) to International Non-Governmental Organisations especially in Yobe
state.
? Bidder capacity to deliver the required documentary video and photography services
including outlining any and all services that will be sub contracted.
? Total proposed cost of documentary video and photography services for each activity
as specified in table 1 below.
1.7. Malaria Consortium reserves the right to accept or reject any or all bids, and to accept the bid
deemed to be in the best interest of Malaria Consortium, and is not bound to accept the lowest
priced bid submitted.
1.8. Malaria Consortium reserves the right to award contracts to multiple vendors if deemed to be in its
best interest.
1.9. The award criteria shall be based on the proposal’s overall response and “value for money” while
taking into consideration donor and internal requirements and regulations. The award will be
determined by a committee of Malaria Consortium employees.
1.10. The successful vendor(s) shall receive a contract for the period of the services required, which can
be extended upon agreement of both parties.
1.11. The language for communications and required documents is English.
1.12. At any time during the validity of the bids, price variation due to any reason shall be not be
accepted by Malaria Consortium after it has received the bids. At the time of award of Contract or
Purchase Order, Malaria Consortium reserves the right to vary (increase or decrease) the quantity
of services and/or goods, without any change in the unit price or other terms and conditions.

2. Technical Requirements& Specifications
? Malaria Consortium requires video and photography services (Documentary) to cover various activities
during the Yobe State LLINs Mass Campaign.
? Validation of bids shall be 90days.
Description of service: Documentary
Expected commencement date: April to June 2019
MC requires the services of a documentarist to cover activities during the LLIN replacement campaign in Yobe
state
The documentarist will work closely with the SST and state team to get correct action photos and have them
write interview questions for beneficiaries and personnel working during the exercise. He/she will be in the
field (at the state capital or in LGAs) as necessitated by team.

? Engagement with Media - Media advocacy and orientation
? Transportation of LLINs from state warehouses to LGAs to DPs
? Community mobilization (sensitization activities)
? Investiture of Net Ambassador
? Household mobilization and Net card distribution
During and Post Distribution
? Flag Off – State and LGAs

? Community mobilization activities of key actors –CSOs, Town Announcers, Community Leaders, etc
? Net Ambassador’s monitoring activities
? Distribution of LLINs
? Data compilation and Report Writing
? Follow-up activities to promote LLIN use
? Monitoring and Supervision
? De-briefing – LGAs and State
Activity 1:
Video Documentary (Using Professional High Definition Video Camera)
? You will be required to produce a long (30 minutes) and short (15 minutes) documentary as well as a
photo slideshow, to be submitted in electronic version.
Deliverables
The potential vendor will submit Two (2) videos of - 30 minutes’ and two (2) videos of – 15minutes’
documentaries of the following
? Pre-LLIN Distribution activities
? During LLIN Distribution activities
? Post LLIN Distribution activities
Activity 2:
Still Pictures documentary (Using Professional High Definition Camera)
Deliverables:
? Two (2) 12”x12” photo book (Action photos on Pre, During and Post Campaign activities) – each of at
least 40 sheets (80 page two sided)
Each picture, full color on digital camera of at least size 5”x7”
? 2 CDs each of complete sets the still pictures in (1) above
Other Considerations
? SST DC members will explain the expectations based on the milestones stated above. A copy of the
timeline would also be shared with the Documentarist
? Periodic meetings will be held to review draft clips and pictures taken by the SST DC and State team
? The script will be shared with the State for review before use
? A draft copy of the video documentaries will be shared with State for review and comments. Such comments will be used in finalizing the documentaries
