The The Mixed Migration Centre (MMC) is a leading source for independent and high-quality data, information, research and analysis on mixed migration. The MMC is part of, and governed by DRC. While its institutional link to DRC ensures MMC’s work is grounded in operational reality, it acts as an independent source of data, research, analysis and policy development on mixed migration for policymakers, practitioners, journalists, and the broader humanitarian sector. The position of the MMC does not necessarily reflect the position of DRC.
DRC is currently leading the implementation of a £21 million Department for International Development UK (DFID) funded programme with Save the Children International (SCI), BBC Media Action, Altai Consulting and the Mixed Migration Center (MMC). The 4-year programme is designed to protect would-be migrants and refugees from unsafe irregular migration through and from the Amhara, Tigray and Somali regions of Ethiopia by addressing the barriers to reducing unsafe irregular migration from and through Ethiopia. The programme is anticipated to be innovative, cross-sectoral and solutions-oriented with strong emphasis on research, learning and adaptive management
The purpose of this consultancy is to manage the formative research component of a new DFID funded project ‘Addressing Unsafe and Irregular Migration through and from Ethiopia’. Research Technical Lead will oversee the formative research and product deliverables for research into the drivers, profiles, patterns of mixed migration populations traveling through and from Ethiopia.

I. SELECTION AND AWARD CRITERIA
The criteria for awarding contracts resulting from this Tender is based on ‘best value for money’. For the purpose of all tenders, DRC defines best value for money as:

Best value for money should not be equated with the lowest initial bid option. It requires an integrated assessment of technical, organizational and pricing factors in light of their relative importance (i.e. reliability, quality, experiences, and reputation, past performance, cost/fee realism, delivery time, reasonableness, need for standardization, and other criteria depending on the item to be procured).

For all bids deemed technically compliant as per the specification stipulated in Annex F – Terms of Reference, DRC will give a weighted combined technical and financial score. The weighted score will determine the contract award.

1 The Consultant is expected to have
• A post-graduate degree in migration, international relations, development studies, or other related field.
• 5 years’ experience in a senior research management role (head of research, technical researcher or similar) with an international NGO, preferably working with mixed migration issues in East Africa, with a particular focus on Ethiopia.
• Proven experience with variety of research methods and methodologies. In particular, experience using mobile survey tools is critical to this role.
• Proven record in analysis, survey methodology and design, and written or infographic based end product use of data gathering processes.
• Experience in formative research planning and implementation
• Demonstrated technical expertise in protection, mixed migration &/or resilience programming
• Experience with a range of donors, with specific experience and knowledge of DFID
• Experience working with national NGO partners and local/government authorities
• Willingness to travel to and work in insecure environments
• Excellent communication and interpersonal skills
• Excellent communication and presentation skills
• Ability to manage stress, multi-task and take decisions

B. Technical Evaluation
To be technically acceptable, the bid shall meet or exceed the stipulated requirements and specifications in the RFP. A Bid is deemed to meet the criteria if it confirms that it meets the conditions, procedures and specifications in the RFP without substantially departing from or attaching restrictions with them. If a Bid does not technically comply with the RFP, it will be rejected.

C. Financial Evaluation
All bids that pass the Technical Evaluation will proceed to the Financial Evaluation. Bids that are deemed technically non-compliant will not be financially evaluated.

III. SUBMISSION OF BIDS
Bidders are solely responsible for ensuring that the full bid is received by DRC in accordance with the RFP requirements, prior to the specified date and time mentioned above. DRC will consider only those portions of the bids received prior to the closing date and time specified.

All responsive Bids shall be written on the DRC Bid Form (technical bid - Annex A.1 along with the detailed technical proposal and financial bid on Annex A.2).

Beyond the DRC Bid Form, the following documents shall be contained with the bid:
• Tender & Contract Award Acknowledgment Certificate (Annex B), and if required the Supplier Profile and Registration form, plus any other documents required.
• Supplier code of conduct,
• Technical proposal addressing all the technical requirements listed in the Terms of Reference.
• Copies of contracts for Provision of similar consultancy services in the last two (2) years with International NGOs / UN agencies.
• Recommendation letters from NGOs/UN agencies that you have or are providing similar consultancy services.

Bids not submitted on Annex A, or not received before the indicated time and date as set forth on page 1, or delivered to any other email address, or physical address will be disqualified.

IV. COMPLETION OF BID FORM
