Tenders are invited for Providing of Professional Consultant or Consultancy Firm to Conduct a Local Fundraising/Donor Market Research.

DETAILS OF ASSIGNMENT:

So far, the majority of funding for the programmes in SOS Children’s Villages Liberia have been provided by the Promoting and Supporting Associations (PSA) in the Western hemisphere whose main role is to raise funds for countries in the West . One of the objectives of the SOS Children’s Villages federation is to support National Associatios (NAs) based in developing countries to become more and more self-reliant in securing locally raised income, especially from private individuals, business corporate, government, institutional and foundation donors. In several countries, including Liberia, the local market offers opportunities for business corporate and institutional funding income and partnerships which still have to be explored. Furthermore, SOS Children’s Villages (SOS CV) Liberia needs guidance in choosing their donors in order to move from scattered applications of low value with little return to high value with high return on investment.

PURPOSE

In order to reach this objective and to approach the right donors (private individuals, business corporate, government, institutional and foundation), it is necessary to have a clear picture of existing opportunities via a thorough analysis of the local fundraising market. While at the same time, a better understanding of the mechanisms used by other NGOs (working in the field of children’s rights) to raise funds from private individuals, business corporate, government, institutional donors and foundations at local level will help SOS CV Liberia to develop new strategies to approach the local funding market.

APPROACH:
The donor intelligence will be carried out mainly (but not limited to) through:

? Desk study of all documents related to SOS CV Liberia previous experience with fundraising and institutional partnership at local level (this includes previous fundraising strategies, proposals submitted, previous development training in fundraising, fundraising tools and methods, etc.);

? Desk study of relevant guiding documents from an organizational perspective regarding fundraising and Institutional Partnership Development (guidelines, standards, etc.);
? Web research on the main website (Ministries, delegations, UN Agency);

? Familiarization visit to SOS Children’s Villages programmes including interviews, meetings and research based on local archives;

PROPOSAL SPECIFICATIONS
Candidates are invited to bid on the program of work described above by the 30
th March 2018.
Proposals received after this deadline will not be accepted. A decision for contract negotiations
will be taken within two weeks, based on an evaluation of the technical and financial proposals
as outlined below.
Detailed technical and financial proposals must be submitted in the English language. The
technical proposal is limited to Five (5) pages. Proposals can be submitted in soft or hard copy
to the National Director at the address mentioned above.
The Technical Proposal should demonstrate knowledge and understanding of the tasks set forth
above and the candidate’s capability and capacity to perform the assignment. The following
information should be provided in the technical proposal:
? In-depth description of the candidate’s recent experience with assignments of a similar
nature;
? Description of the methodology proposed to reach the outcomes outline above;
? Estimated days for preparation and completion;
? Up-to-date C.V. of the proposed candidate.
The following information shall be disclosed as part of the technical proposal:
? Any information about the candidate that presently or with the passage of time could
impair the candidate’s ability to provide the level of service required;

? Evidence that the candidate is in good standing and in compliance with the governing laws of the country of research;

? Statement to certify that all the information provided in the candidate’s bid is, to the best
of its knowledge, accurate and complete, and that it is understood that any misleading or
false information may result in disqualification of the candidate at the sole discretion of
SOS Children’s Villages Liberia.
? List of all international and domestic clients to include any donor agencies and financial institutions over the past three years.

The financial proposal should be submitted in local currency and can be submitted in the format normally used by the candidate. However, it must provide sufficient detail to allow cost comparison and evaluation. The candidate must, at the very least, specify the cost of:
? Consultant fees;
? Travel/transportation;
? Other direct costs.

These are minimal specifications. Detailed budgets with clearly defined and descriptive cost notes are highly recommended. The financial proposal of the selected candidate will be reviewed during contract negotiations to determine the final contract price. The contract will be drawn up during the negotiation stage.

PROFILE OF CANDIDATE
Candidates should have:
? At least 2 years of experience in working with institutional donors;
? In depth theoretical and practical understanding of the business corporate, government, institutional and foundation fundraising/donor market;
? Experience in conducting previous market analysis;
? Experience in developing tools and comprehensive training and friendly materials;
? Well informed of the last trends in fundraising/donor intelligence
