National Parks and Nature Conservation Authority ("Authority") Public Auction (Two-Stage) Auction No. 1302-20 for Providing Pilot Training, Rental, and Maintenance by Rabbi Lahav

1. The Nature Conservation and National Parks Authority (hereinafter: "the Authority"), requests to receive bids for the provision of airplane training services, rental and maintenance of Rabbi Lahav, all as specified in the tender documents. The invitation is addressed to both women and men. For convenience only, reference was made in male language.

2. The term of the contract is one year from the signing of the agreement. An option is available to extend the agreement, for an additional four years, all or part of it at a time.

3. The tender documents may be downloaded free of charge on the Authority`s website, from the date of publication until the deadline for submission of tenders, as set out in section 5 below.

4. Prerequisite for participation in the tender:
(1) A licensed trader for VAT and with a tax deduction withholding tax on behalf of the tax assessor.
(2) Proposes that he complies with all the conditions of the Public Bodies Transactions Law, 1976;
(3) proposes that he attach to his bid a bank guarantee to secure his bid, in the form of document V1, and in accordance with the tender instructions;
(4) Offers a valid air operating license to operate unmanned aerial vehicles on behalf of the Ministry of Transportation, in accordance with the 2011 Aviation Law and Aviation Regulations (Operation of Aircraft and Flight Rules), 1981;
(5) the offeror with an MTA approval for pilot training;
(6) the offeror who (in employee-employer relations) has at least 5 certified instructors with a valid pilot`s license on behalf of RTA, who have a seniority of at least six months with the offeror;
(7) Owned by the offeror at least 30 unmanned aerial vehicles, licensed by RTA;
(8) the offeror`s pilot training program is approved by
