Tender Details

Tenders are invited for Provide Maintenance Management Assistance and Technical Support at Wafa Onshore Field and Pipelines

Provision of Maintenance Management Assistant at Wafa Field.

The Scope-of-Work is to provide Maintenance Management Assistance and Technical Support at Wafa Onshore Field and Pipelines, including (but-not-limited-to) the execution of the following main services and activities.

· General Maintenance of the entire plant in a professional, efficient, and expert manner by provision of highly qualified, certified, and experienced technical manpower to be integrated with MOG organization at Mellitah Complex Wafa Filed.

· Maintenance Engineering and Planning (CMMS).

· Preventive Maintenance and Programmed Predictive Maintenance.

· Corrective Maintenance.

· Modification and Improvements.



Optional Services:

· Provision of special Tools and Equipment.

· Maintenance Intervention Activities based on specific requirement, involving OEM or specialized contractor assistance.



Contractor should ensure all service components do not violate regulations as laid by the Government of Libya.

The Contractor shall adhere to standards, specifications and technical requirements including the detailed scope of work, in addition, the contractor shall also adhere to all MOG standards and government regulations and industry practices where applicable.

1. QUALIFICATION REQUIREMENTS:

Interested Companies must satisfy ALL the below stipulated requirements and submit all required information and Electronic Documents. (Taking into consideration that failure to submit the below requested Full & COMPLETE set of Electronic Documents will lead to automatic disqualification):

1. An Official Letter on your Company's Letterhead addressed to the (UNEFIED TENDER COMMETTEE CHAIRMAN of MOG). This Letter must have the following information:

1. Expressing your interest to participate in this Tender.

2. The full Legal Name of participating Company (or Companies-in case of joint participation). This letter must clearly define the Contact Name(s), their Business E-Mail Address(s) and Phone Numbers.

3. In case of Joint Venture Companies / Agreements; Bidders must clearly define the exact role of each of the jointly participating Companies. This must be written in the requested Letter of Interest. The Single-Point-of-Contact, Project Management, Engineering, Procurement, Delivery, Installation, and Commissioning Services must be well defined in this Official Letter.

2. The required Legal Documents from participating Company(ies) are:

1. For Local & Foreign Companies (Single Applicant Company):

1. Scanned Copy of the Company-s Commerce Registration.

2. Scanned Copy of the Company-s Chamber of Commerce Registration.

3. Scanned Copy of the Company-s Business License.

4. Scanned Copy of the Company-s Tax Certificate.

1. Scanned Copy of the Company-s Permission of Work (or Ministry of Economic Permit).

2. Scanned Company of the Company-s Establishment Contract and the Basic System Document.

Note:The participating Bidder registered activity (in the Legal Documents) must match the Scope-of-Work explained in this Announcement.

1. For Joint Venture Companies:

1. All Documents mentioned in section 3.2.1 above.

2. Submission of all Documents indicating the establishment of a Joint Venture Company in accordance with the Legislation and Regulations in Libya, whether between two parties (Local and Foreign) or two Local parties.

2. For Agreements (Solidarity):

1. All Documents mentioned in section 3.2.1 above.

2. All Solidarity parties should be registered in Libya.

3. The agreement shall be attested by the Libyan Authorities.

4. The agreement shall include the commitment of the solidarity parties together or individually to carry out all the required works and servicesexplained in this announcement.

5. The agreement should clarify the Legal representative for the parties.

3. In case of not having All Legal Documents mentioned above ready before the End Date of this Announcement (See set dates at the beginning of this announcement), Bidder(s) must submit an Official Letter to MOG clearly stating & reasoning this, and confirming that they to submit these Legal and Contractual Libyan Documents IN FULL at the next Tendering Stage (if pass the Pre-Qualification Stage) …

4. Submission of Company's Financial Status & Turnover Documents for the last (3 Years which are 2020, 2019 & 2019). These Financial Statements must be accredited and approved by external Financial Auditor. They must include Balance Sheet Report, Income Statement Report, Cash Flow Report. These three reports must be submitted to MOG in Arabic or English in LYD or Euro or USD. No other Languages and Currencies are accepted.

5. Health, Safety, Environment & Quality (HSEQ): The Bidder(s) shall provide all the following Documents:

1. The Company-s approved HSEQ Manual.

2. The Company's approved HSEQ Policy.

3. The Company-s HSEQ Procedures List.

4. The Relevant International Certificate(s).

5. An Official Statement from Bidder(s) addressed to MOG stating that your Company(ies) to follow all MOG HSEQ Standards, Procedures and Policy in full.

6. Must submit all the following: C.V.-s of all Professionals assigned for this Service/Project-They should have a good experience in the field of this Tender. Participating Company/Companies Profile(s) with full details and Certificates of previous work & experience in Libya and/or Worldwide (in the field of work to be implemented). The list of all clients and details of previous/ongoing projects. Any additional information that will enhance the potential of the application is welcomed. Bidder(s) should have a minimum three years of experience related to the Announced Scope-of-Work of this Tender.

7. How To participate in this Tender:

The required Electronic Documents explained above to be submitted to MOG in Full as follows:

3. The Subject of the E-Mail to be sent to the above mentioned MOG receptionists and Name of the main Folder of all your Electronic Documents to be shared should be like this:“XXXX, PRQ-986-WAFA-21, “Provision of Maintenance Management Assistanceat Wafa Field”.The XXXX must be replaced by the name(s) of your participating Company(ies).

5. The last day for the submission of these prequalification documents for this Tender is not later than 28-Oct-2021 @ 14:00 Libya Time. No Submissions to be accepted after this Date.

6. Important Notes:

1. This prequalification-s request is not an invitation to tender. MOG is neither committed nor obligated to undertake the work described above or to issue any call for tender or to include any respondent to this invitation or other Company on any Bidders List or to award any form of contract.

2. MOG has the right to exclude any participant who does not satisfy in full all the above stipulated requirements.

3. In case of joint participation, Bidder cannot participate separately. Breaching of this condition will result automatic disqualify.

4. The Invitation to Tender (ITT) and full ITT Package will only be issued to the qualified Companies that have been pre-qualified.

5. MOG will not be responsible for what's ever costs incurred for preparation and submission presented in response to this Announcement.

6. MOG shall deal only with authorized officers of the Bidding Companies and not through individuals or agents.

7. No Paper Documents to be accepted. All submitted Documents to respond to this Tender Announcement must be Electronic Documents sent & shared via an Official “Business” E-Mail Address.

8. Any participant in this Invitation is responsible for proving all the above requested Electronic Documents (without any missing Document).
