Tenders are invited for Provide Capacity Building Support (RC) to AMADER and Other Actors in Rural Electrification in Mali.

PROJECT "HYBRID PRODUCTION AND RURAL ACCESS TO ELECTRICITY - PHARE"

The services of the Consultant will include the following activities:

Share the same understanding of the institutional framework for rural electricity in Mali (respective responsibilities according to the regulatory framework and the Malian context, challenges, current difficulties),
Identify areas for improvement based on a long-term vision and the challenges to be met,
Continue the positive dynamic of change initiated with the AMADER teams and deploy it with and among the teams of other key players;
Build an institutional development strategy targeting the various actors and build with them tools for monitoring expected changes;
Update the Rural Electrification Master Plan (PDER);
Provide the necessary support for the implementation of this strategy.
Expected results

The consultant should work to support AMADER and the other actors of rural electrification in Mali towards the achievement of the results they will set for themselves. The following results are expected from the consultants:

The actors of rural electrification in Mali have a capacity building strategy on institutional aspects (regulatory framework setting the prerogatives of each and clear, shared and applied ways of exercising these; tools for interactions and effective and used information sharing; etc.)
The actors of rural electrification in Mali implement various actions jointly and individually, benefiting for some from targeted support (legal expertise, expertise in solar hybridization, network study, acquisition of sizing software, energy planning, expertise in Top management, software acquisition, social intermediation, in Partnership -Public-Private, environment and social, Proximity communication, Monitoring - evaluation, Gender, benchmarking, ..).
The Rural Electrification Master Plan (PDER) is updated. The Capacity Building strategy as well as its operational breakdown into an action plan will specify:

The actors concerned,
The expected results in the form of change / evolution,
Detailed support modalities,
The TORs for training or any other CD activity should be presented as follows:

Expected results following training or other RC activity
Reminder of the tools available within the organization for putting into practice the acquired knowledge of the training and of the hierarchical superior in charge of the control of this application
Reminder of the actors concerned by training or any other RC action,
Level reminder
Constraints to be taken into account (duration of training, planning, composition of groups, etc.)
Priority training methodology,
Chronogram
The consultant must specify the essential organizational changes before any external training or support interventions and which would come under the direct responsibility of one of the players.

Finally, the consultant will ensure that this strategy and action plan is linked to the ongoing or future institutional support pathways from the various donors, so as not to overburden the AMADER and EDM, the DNE and operators.
