PIN Syria Response

PIN has been working in Northern Syria since 2012, providing emergency relief and early recovery support to conflict-affected communities. Programmes for conflict-affected communities in Syria focus mainly on Emergency Food Assistance, WASH, and Education, in addition to Early Recovery activities. PIN-s contribution to the Syria humanitarian response is amongst the largest, with an annual turnover of over US$30 million, engaging over 350 full time staff members across Northern Syria and cross-border response hubs in neighbouring countries.

About the role

At a time when PIN-s Syria mission is growing in both complexity and scale, PIN is seeking an experienced protection consultant to drive forward protection mainstreaming across a multi-sector, multi-hub $30m humanitarian response programme. The selected candidate will lead a rigorous review of PIN-s existing approach to protection, and facilitate the development of comprehensive dedicated protection strategy for Northern Syria. In coordination with the Head of Programmes (HoP), the selected candidate will provide expert protection advisory and guidance to strengthen integration of protection considerations within PIN-s Syria response. S/he will be responsible for conducting a thorough review assessing existing integration of protection within Project Cycle Management, and will lead the development of three core outputs over the course of the consultancy, which is anticipated to last 1-2 months:

Protection Consultancy - Detailed Scope of Work

Core Objective

The consultant will support PIN to improve integration of protection considerations into all phases of project cycle management, through the development of a comprehensive protection strategy for Northern Syria.

Anticipated Timeline & Base Location

The consultancy is expected to last a maximum of two months, over the course of 1st July- 31st August 2018. The consultant will be based in Gaziantep, Turkey, with potential travel to accessible field locations subject to consultation with the pre-selected candidate.

Scope of Work

People in Need (PIN) approaches to programming in Northern Syria are inherently driven by protection considerations. Although PIN does not carry out Protection as a stand-alone activity, programmes have been designed with a strong focus on protection mainstreaming. PIN-s approach to protection is rooted in a number of key policy documents, including the following: Child Protection Policy, Code of Conduct, Do No Harm Policy, Gender Manual, Whistleblowing Policy, and Complaints Response Mechanism Guidelines. The core tenets of PIN-s approach to protection mainstreaming in 2018-2019 include:

1. Rigorous communication and feedback loops to ensure that the most vulnerable are able to voice their preferences and concerns at all phases of programme cycle management;

2. Protection Mainstreaming initiatives to enhance accessibility to assistance of those most vulnerable, including development of new dedicated protection strategy for Northern Syria;

3. Capacity Building of staff to enhance protection awareness and ensure policies and strategy are fully assimilated into daily work.

PIN is engaging an external protection expert to assess PIN-s existing approach to protection, and to develop a comprehensive dedicated protection strategy for Northern Syria. This will include a review of the following elements:

· Integration of protection at all stages of PCM in PIN-s programming;

· Data emerging from M&E in recent programming on protection needs and successes of PIN-s approach to meet these;

· Staff capacity to further protection outcomes at all levels;

· Best practices from other partners working in Northern Syria on maximizing protection outcomes in programming.

The review will be guided by data collection from a number of sources, including, but not limited to:

· Semi-structured interviews with core Senior Management Team and field staff;

· An online survey with a sample of staff in the Syria mission across all project locations;

· Review and analysis of pre-existing monitoring and evaluation data, including internal registration, verification, distribution, post-distribution, baseline and endline data; third party monitoring and evaluation reports and datasets, and peer monitoring reports;

· Consultations with relevant clusters and technical working groups, including the Protection Cluster, the Child Protection sub-cluster, the CCCM cluster and relevant sectoral clusters (FSL, Education, WASH, Early Recovery, NFI/Shelter); and

· Bilateral consultations with leading protection actors to review lessons learned and best practices in protection mainstreaming in Northern Syria.

This review will guide the development of a dedicated strategy outlining PIN-s approach and commitments to protection mainstreaming for the 2018-2019 period. This strategy will be accompanied by a set of updated programmatic and M&E tools, as well as a protection referrals mechanism for use at field level.

Suitable candidates for this position should possess:

· At least 3-5 years- experience of working in the protection sector in complex emergency contexts;

· Demonstrated experience in leading the development and roll out of protection strategies in conflict settings;

· Strong grasp of all stages of programme cycle management and quality standards in humanitarian programming;

· Experience in training and capacity building of staff on protection principles and mechanisms;

· Familiarity with the humanitarian and protection context in Syria;

· Excellent communication skills, including fluent spoken and written English (Arabic is an advantage), including exceptional writing skills.
