1. Background/context

Plan International-s “Safeguarding Children and Young People Policy (hereby referred to as the ‘safeguarding policy-) and PIUKs child safeguarding and protection policy and accompanying implementation standards ensure that child safeguarding measures are integrated into all core systems, processes and practices in all parts of the organisation. This includes keeping children safe in programmes by ensuring that safeguarding risks and possible negative consequences on children and young people, resulting from programme and advocacy initiative activities are identified and addressed throughout the programme/project cycle.

PIUK is committed to ensuring an enhanced and holistic strategy, that will specifically focus on ensuring our safeguarding measures keep not only children, but also young adults, safe within our programme and advocacy work and support the wide range of stakeholders across the Policy and Programmes directorate to continue to uphold, with highest standards, our safeguarding duty and duty of care commitment.

1.1 Project Brief

PIUK conducts a safeguarding self-assessment annually, with an aim to consistently ensure that the do no harmprinciple is fully embedded in all our programmes.

PIUK aims to engage a consultant to support the organisation in strengthening existing child safeguarding capacity and procedures in programme management, with a view to review and update available tools and guideline and train staff in these, to ensure all programme and policy staff have the capacity to design and deliver on their initiatives, to the highest standards of child safeguarding and minimum standards in child protection.

2.EXPECTED OUTPUTS

The deliverables required are to ensure that all staff associated with programmes and policy initiatives in the organisation have the necessary understanding and tools to readily identify and analyse potential risks for beneficiaries and develop risk assessment with country offices and partners that contribute to safer programme design, implementation, monitoring and policy initiatives.

The consultant is expected to deliver on the following activities:

Review of Plan UK DFID-funded portfolio

Activity:

1. Mapping, compiling and documenting of the application of key DFID Safeguarding Standards, due diligence requirements and contractual obligations.

Deliverable: ‘Plan UK DFID Child Safeguarding Guidance- note developed, including clear recommendations on addressing risks, for use by Plan UK staff and management

2. Review of current and up-coming contracted DFID projects from across the Plan UK Portfolio and internal processes, with assessment of current adherence to DFID safeguarding standards.

Deliverable: Complete portfolio self-assessment report with recommendations for further actions on how to strengthen adherence to DFID standards, for each project.

Review of Plan UK-s Girls Education Challenge (GEC) portfolio

Activity:

3. Review of implementation of DFID-s GEC Safeguarding standards, contractual obligations and stated practice in GEC Self-Assessment Audits, in the Plan UK GEC portfolio.

Deliverable: Implementation plans for each project drafted including actions for Plan International, UK, Country Office and partners and identifying future areas for support required.

4. In-country verification of evidence provided in GEC Child Safeguarding audit by Country Office and partners.

Deliverable: Recommendations for further actions and field visit report for in-country visit.

3.Timeframe

The timeframe for this consultancy is estimated to be 20-25 days.

4.Qualifications skills and experience

· The person engaged will be expected to have worked with protection, child protection and gender in both development and emergency settings.

· The person should also have worked in programme management capacity in development and emergency settings and have some field experience.

· Experience in facilitating training of personnel/staff

· Degree in social sciences, social work, human rights and preferably with a focus on protection/ child protection/ child rights

· Relevant experience would compensate for lack of educational background
