Tenders are invited for Projects Crisis and End of Crisis - Local Development and Conflict Prevention - Quick Action Component DECLIC.

The French Development Agency (AFD) proposes to subsidize a civil society organization or a specialized organization non-profit organization (CSO) for the implementation of a project to prevent conflict related to natural resource management in Gorgol, Guidimakha and Assaba regions of Mauritania, through support for planning natural resources, consultation between actors and local territorial dynamics and the financing of priority investments for the targeted communes, according to a defined framework (see the terms of reference - Section VII).

As such, the AFD has a subsidy of € 1, 500, 000. The selected project must meet the specifications, within the limit of the proposed envelope, and be implemented over a period of 36 months.

Selection is made on the basis of a project note (see template - Section III) accompanied by an administrative file (Section IV), and information sheets (Section V and VI) to be submitted no later than 18 October 2018 at 10 o'clock Paris time.

The selected organization will then be invited to continue the training, in close relation with the AFD Project Team Manager, and will submit a final project memorandum. This final and complete proposal will have to integrate the possible elements resulting from a dialogue with the project team leader designated to the AFD in order to enable him to submit the project to the AFD validation bodies.

I. FRAMEWORK DEFINED BY AFD

Article 1. Clauses and general conditions
1.1 The "DECLIC Quick Actions Component" ("Call for Proposals") Call for Proposals for Crisis and Crisis Relief is intended to fund a development project carried by a CSO or a non-profit organization, either alone or consortium (hereinafter "CSO"). This CSO must:
- Be an international CSO working, in any case, with one (or more) local CSO (s); Consortia of international CSOs with each other or with one or more local CSOs are allowed;
- have prior experience in the targeted regions of Mauritania;
- to have experience in the implementation of common infrastructure projects with socio-economic objectives and / or oriented towards the management of natural resources;
- have prior experience in conducting consultation workshops, particularly in relation to the management of natural resources and farmer-livestock conflicts;
- have a capacity for close dialogue with the AFD headquarters in Paris and with the AFD agency in Nouakchott;
- be able to demonstrate their ability to implement large-scale projects, the project budget submitted should not represent more than 35% of annual resources over the last three certified exercises of the project organization. In contexts where this is justified and the absorption and fiduciary capacity of the project organization is not affected, the annual budget of the project may be up to 70% of resources. annual results for the last three certified financial years.
1.2 The purpose of this Call is to finance, with a subsidy of € 1.5 million, a project to prevent conflicts related to the management of natural resources in the regions of Gorgol, Guidimakha and Assaba, in Mauritania, through support for natural resource planning, consultation among stakeholders and local territorial dynamics and the financing of priority investments for targeted municipalities. 1.3 Are targeted:
1.3.1 For Part 1 of the Call: a territory or territories wholly within one or more of the following three regions: Gorgol, Guidimakha and Assaba. The territory (ies) should be proposed and justified by the CSO in its technical proposal;
1.3.2 For Part 2 of the Call: 25 communes of Gorgol, 2 communes of Guidimakha and 5 municipalities of Assaba listed in the annex of the ToR (section VII).
1.4 Each CSO carrier may submit only one proposal.
1.5 As groups of CSOs are encouraged, the activities and estimated remuneration of each organization will have to appear explicitly in the different components of the project.
1.6 AFD reserves the right to refuse to respond to calls for projects
