Tenders are invited for Project of the Transfer and Filling Line of the Two Saida Reservoir Dams and Kalaa-Kebira.

The Republic of Tunisia has obtained an amount of 71.78 Million Euros in the form of a loan from the Islamic Development Bank to finance the project for the transfer and filling of the two reservoir dams of Saida and Kalaa-Kebira

the project's objectives
The project aims to secure the supply of drinking water and irrigation water in the governorates of Greater Tunis, Cap Bon, Sahel and Sfax by 2050 The project comprises the following components:

• Component 1: Construction of Transfer Infrastructures
- Supply, transport and laying of ductile iron and prestressed concrete pipes with hydraulic equipment from the sectioning works located at the A3 motorway to the head tank located next to the Belli treatment plant on a length of 62 km.
- Construction of the loading pond BMC2, with a capacity of 20, 000 m3.

• Component 2: Consulting Services
- The assignment consists of the review of technical studies, assistance to the project owner during bid evaluation, and supervision of works.

• Component 3: Capacity Building
- The supply of laboratory equipment to the DGBGTH for carrying out bacteriological analyzes of water and heavy metals and ensuring the control of the quantity of water.
- The training of engineers and technicians from DGBGTH, SONEDE and SECADENORD in the design and dimensioning of hydraulic systems as well as the operation and maintenance of water pipes and water transfer works.

• Component 4: Start-up workshop and familiarization visit
- A start-up workshop and familiarization visit will be undertaken to familiarize the Executing Agency and the Project Management Unit with IDB procedures.

• Component 5: Capacity building of the project unit
Procurement of Goods, Works and Human Resources will be carried out in accordance with the Guidelines for Procurement Funded by the Islamic Development Bank (revised May 2009 edition in February 2012) . Contracts for consulting services will be awarded in accordance with the Guidelines for the Use of Consultants in projects financed by the Islamic Development Bank (revised May 2009 edition in February 2012).

Goods Markets
- Procurement for the supply of ductile iron pipe will be done through Open International Competitive Bidding (ICB).
- Procurement for the supply of prestressed concrete pipe will be done through International Competitive Bidding restricted to IDB Member Countries (AOI-PM).
- Procurement of rolling stock, office automation equipment and computer equipment will be done by national consultation (National shopping).

Works Markets
- Procurement for civil engineering works and laying of pipes in cast iron and prestressed concrete will be carried out by International Competitive Bidding restricted to IDB Member Countries (AOI-PM).
- Procurement for BMC2 loading basin construction works will be done by International Competitive Bidding restricted to IDB Member Countries (AOI-PM).

Selection of consultants
- services for the supervision of works will be acquired through a competitive process using the quality and cost-based selection method (SBQC) from a shortlist of consulting firms in member countries IDB (QCBS / MC).
- The selection of a training office for the management of engineers and technicians will be done through a competition using the selection method based on quality and cost (SBQC) from a short list of offices of local training (QCBS / LC).
