Notice of Proposed Procurement (NPP): project: tender_11620 - the installation of ground monitoring wells and water monitoring

the rfb is to install ground water monitoring wells (3 per site) at 6 separate locations on crown land, and conduct ground water monitoring for 2 years at each location in order to assess each site for the potential use as a future landfill.

the site must be capable of supporting a trench-and-fill landfill operation and meet the requirements in accordance with the following documents:

- ontario regulation (o.reg.) 232/98, "landfilling sites", under the environmental protection act, as amended;

- "small site hydrogeologic risk assessment" (moe, 2000);

- "landfill standards: a guideline on the regulatory and approval requirements for new or expanding landfilling sites", dated january 2012 (the "landfill standards guideline") and

- "incorporation of the reasonable use concept into moee groundwater management activities, guideline b-7 (formerly 15-08)", april 1994 ("guideline b-7") and "determination of contaminant limits and attenuation zones, procedure b-7-1 (formerly 15-08)".

the water monitoring shall be conducted in accordance with the ministry of environment, conservation and parks ("mecp") requirements.

the installation, monitoring and sampling of ground water monitoring wells must be done in accordance to the requirements set out in the deliverables.

the vendor is to complete the installation of ground water monitoring wells by february 1, 2020, and complete the ground water monitoring by fall 2021. the vendor is to submit a detailed report by march 1, 2022.
