World Vision South Sudan is now seeking for a qualified and dynamic Individual Project Manager Consultant – Strengthening Food and Nutrition Project (Man or Woman) who is willing to share in our vision and promise to Children, to join us as a an Individual Project Manager Consultant. The Individual Project Manager Consultancy will be for a period of 6 months and will be based in Juba, South Sudan.

Purpose of the Consultancy:

The Food Security and Nutrition Project Manager consultant will be responsible for overall leadership and project management aspect of GoG Funded “Strengthening Food and Nutrition Security Project” including oversight leadership to all the Juba FSL actives.

The project will complement the existing World Vision projects in Juba urban & peri urban areas.

The project will deliver a set of core interventions based on unconditional cash transfers to meet the immediate food needs of vulnerable HHs through short-term e- voucher transfers, whilst supporting and linking with other longer-term livelihoods, food and nutrition security interventions in Juba.

This project will aim at creating, rebuilding or restoring livelihood assets which can help vulnerable communities escape the poverty they are trapped in (graduation approach model).

The project will use the Master card platform - e-voucher system. Targeting farmers in the peri-urban areas, the project will equip HHs with skills to improve and diversify agricultural production using sustainable, climate smart and conflict sensitive practices. deepening of smallholder farmers’ food security initiatives, strengthened community cohesion through the support of farmers groups to promote self-learning, marketing associations and increased resilience among mothers and caregivers who will be equipped with food production, nutrition and maternal, infant and young child nutrition skills.

The Project Manager will oversee project implementation and financial management, including oversight and management of national staff who are implementing different components of the projects.

Other key responsibilities include ensuring high quality implementation of projects activities, timely donor and other stakeholder reporting, and overall contribution to Child Well Being outcomes, representation at cluster meetings and regularly reporting to the FSL cluster.

The Project Manager will be accountable for delivering all project results and will be responsible for producing high quality project deliverables.

Major Roles and Responsibilities of the Engineer

Project Implementation:

· Provide oversight leadership of the food security and livelihood projects in Juba.

· Direct and oversee the implementation of the project, ensuring that the project’ Outcomes are achieved.

· Coordinate with WV Project team for proper planning of project activity implementation, ensuring adherence to sector specific technical standards, best practices and donor guidelines.

· Coordinate and lead in the preparation of quarterly, semi-annual and annual work plans, semi-annual, and annual reports and ensure grant management compliance for the project in alignment with donor and WV regulations.

· Ensure effective liaison with local government officials, local communities, donor representatives and other stakeholders, making use of an appropriate accountability framework.

· Gather and compile information from the Project Manager/Officer and prepare overall performance progress reports (Monthly, quarterly, semi-annual and annual reports) detailing achievements against plan and variance on a regular basis. Consolidating the 5W matrix to be sent to the FSL cluster every month.

· Design strategies, partnerships and interventions to ensure project activities and implementation strategies are gender, age and ability inclusive and in compliance with donor requirements.

· Ensure that Food Security and Nutrition sector specific technical guidelines, policies and best practices are adhered to in all activity implementation.

· Carry out additional responsibilities and projects as assigned, including administrative and planning functions.

Staff Supervision and Management:

· Supervise a team of national staff who are assigned to the projects.

· Mentor, coach and build capacity of identified subordinate staff to manage similar grants and portfolios.

· Develop and maintain an adequate human resource plan consistent with WV policies, donor requirements and local laws and ensure proper technical and operational capacity of staff to manage and implement project initiatives.

· Ensure competent and motivated staff are hired and retained.

· Conduct quarterly reviews of staff performance in line with WVs performance management system, ensuring opportunities for staff feedback.

· Ensure proper technical capacity of staff is available by providing training and performance management to project staff;

Monitoring, Reporting, Documentation & Knowledge Management

· Maintain effective projects quality assurance mechanisms, including monitoring system for tracking of projects progress against indicators, activities and key project milestones, reporting, evaluation, and communication systems

· Conduct routine visits to all projects sites for purposes of monitoring and operational support

· Submit timely accurate and quality reports that meet donor requirements

· Develop Standard Operating Procedures for monitoring, reporting, documentation and knowledge management, including establishment of standard tools and systems for documentation and information sharing of project progress, best practices, lessons learnt and success stories

Qualifications: Education/Knowledge/Technical Skills and Experience

· Minimum Master's degree in Agriculture, Food Security, Rural/International development or a related field with relevant work experience.

· Good experience of Project Cycle Management with special focus of Food Security and nutrition Project.

· Strong experience in the implementation of Cash based programmes, FFA and CFA in fragile contexts.

· Proven ability to manage projects in a complex setting including effective coordination with local partner and host country government

· Proven experience and skills of capacity building of local partner, government and project staffs.

· Technical expertise in managing Food Security and nutrition projects like Agricultural Extension, seed multiplication, post-harvest management, nutrition Sensitive approach, Mother, Infant, Youth, and Child nutrition model (MIYCN).

· Required Experience in an emergency context or project of similar scope and size is beneficial.

· At least five years of international experience in emergency relief and development project management in fragile or challenging contexts with responsibility of overseeing comprehensive food security projects of similar size and complexity.

· Demonstrated strong analytical, managerial, leadership, communications and interpersonal skills

· Willingness to take up the position and residence in a fragile context; Preference for candidates with previous work experience in South Sudan.

· Knowledge of MCAid platforms and/or LMMS an added advantage.

· Fluency in English
