CALL FOR EXPRESSIONS OF INTERNATIONAL INTEREST FOR THE MISSION OF PROJECT MANAGEMENT OF THE GUITTI DAM STRENGTHENING WORKS - NORTHERN REGION


1. Purpose and financing
The National Office for Water and Sanitation (ONEA) has requested funding from the French Development Agency (AFD) for the rehabilitation and development of the drinking water supply service of the Production Center for Water (CPE) from the city of Ouahigouya. In this context, ONEA intends to use a portion of the amount thereof to make payments for services relating to a project management mission to reinforce and improve the system. `auscultation of the Guitti dam located in the North Region of Burkina Faso.

2. Context of the Service
The construction of the Guitti dam initially planned over about 2 years was spread over a long period from 2009 to 2017, the date of acceptance of the works. A number of constructive difficulties required revisions and adaptations of the project. As part of the appraisal of the project relating to the development of water supply infrastructures, AFD entrusted the cabinet ARTELIA Eaux et Environnement with carrying out an independent review of studies and works in order to verify the compliance of the dam of Guitti vis-à-vis the OP directives. World Bank 4.37. This review made it possible to identify a program to strengthen the infrastructure, which includes the following elements: i) Resizing the dissipation basin of the spillway: The work must allow the dissipation of energy from the entire spillway for a flood with a return period of 3, 000 years. The complementary preliminary studies will have to refine the knowledge on the level of dimensioning of this work which, in the state, appears undersized. The design studies will also have to take into account the existing and the integration on both sides of the embankment dam. The design of the redimensioning of the dissipation basin must finally take into account the existing flood management, without human intervention; ii) Reinforcement of the Guitti dam monitoring system: It will be a question of realizing new piezometers which will be drilled from the crest and equipped by open tubes with strainer allowing the auscultation of the foundation (contact or deep layer to be determined) and the body of the embankment. The layout and the number of new piezometers will have to be defined in order to accurately assess the piezometry of the entire structure. The purpose of these instruments will be to monitor the piezometric evolution within the embankment. This assessment will ensure the safety of the dam, particularly with regard to the problem of overall stability (sliding); iii) Characterization of the dam and stability study: During the implementation of additional piezometers, samples of intact samples will be taken in order to characterize the materials of the dam body and the foundation (particle size analysis, permeability, mechanical characteristics, etc.). A dam stability analysis will be carried out on the basis of the results of these additional reconnaissance operations in order to ensure the stability of the dam, know the associated safety margin and assess flows. The cost of the reinforcement works is estimated at a maximum of 2 million Euros.

3. Content of the service
This service covers a complete project management of the works (identified above or identified during the study phase) to bring the Guitti dam into conformity, which aim to ensure a level of safety in conformity to a class B dam. The following aspects are more particularly concerned: i) auscultation of the Guitti dam, in particular monitoring of the piezometry of the foundation and embankment; ii) energy dissipation from the spillway; iii) the overall stability of the dam.

This project management mission includes design studies and project management for the works mentioned below: i) Assessment of mechanical parameters and study of dam stability; ii) Resizing of the spillway dissipation basin; iii) Adaptation and consolidation of the existing monitoring system (installation of piezometers); iv) carrying out additional reconnaissance by taking intact samples from the body of the dam during the implementation of the piezometers; v) Project management and supervision of works to secure structures. A support mission is also planned. It relates to a capacity-building mission for the ONEA barrage team, through the following supports: a) organizational and skills assessment within ONEA of the teams in charge of dam management; development of an operating, maintenance and monitoring guide for the structure (respecting OP.4.37) as well as support over a period of two years to ONEA on this aspect.

This service will be organized around a fixed flat-rate tranche for carrying out the design studies and a conditional tranche for the time spent for carrying out the control mission and supervising the works. This service is planned for a period of 30 months, starting in the first half of 2020.

4. Composition of the team of key personnel
For the performance of its services, the consultant will set up a team comprising mainly and as an indication the skills following which will be evaluated in the selection process of the beneficiary of the services:

a) Head of international mission: Specialized preferably in hydraulic engineering with an emphasis on hydraulic works. The minimum criteria include: i) a minimum level of training as a graduate engineer in hydraulic engineering with professional experience of 12 years; ii) specific confirmed experience in carrying out similar studies / projects / programs, in particular in the construction and operation of embankment dams; iii) proven and justified experience in the management and coordination of multidisciplinary teams; iv) proven and justified experience in West Africa. He / She will be responsible for the smooth running of all studies / works.

b) Hydraulic Engineer: Specialized in hydraulic engineering with at least 10 years of experience in the dimensioning of hydraulic structures with an emphasis on the dissipation tanks of spillway with free threshold. He must have at least experience in West Africa.

c) Hydrological Engineer: Specialized in hydrological studies in connection with the construction of major structures, hydrological balances and statistical analysis of series of observations, hydrological modeling, regulation of river regime, with experience in the sub-region etc ... 8 years experience is desired. He must have at least experience in West Africa.

d) Geotechnical Engineer: Specialized in the design and monitoring of works in embankment and the specification and supervision of geotechnical reconnaissance, including the interpretation of laboratory tests for the determination of different geotechnical characteristics. A minimum experience of 8 years is desired. He must have at least experience in West Africa.

e) Civil Engineer: Specialized in the calculation of structures for hydraulic projects such as dissipation basins and in the specification of auscultation devices for embankment works. A minimum experience of 8 years is desired.

f) Monitoring, Operation and Maintenance Specialist: Engineer by training (hydraulic, Civil or mechanical engineering), with experience in the operation and maintenance of hydraulic structures (specification of procedures, monitoring and surveillance of structures, maintenance). A minimum experience of 8 years is desired. He must have at least experience in West Africa.

5. Eligibility
criteria The eligibility criteria for AFD financing are specified in Article 1.3 of the "AFD-financed Procurement Guidelines in foreign states", available online on the site AFD internet: http://www.afd.fr.
Applicants can only submit one application in their own name or in a Group. If a Candidate (including the member of a Grouping) submits or participates in several candidatures, these will be eliminated. However, the same Subcontractor may participate in several applications.
If the Candidate is formed into a Grouping, the Expression of Interest must include:
- a copy of the Grouping agreement concluded by all of its members,
or
- a letter of intent to form a Grouping, signed by all its members and accompanied by a copy of the proposed Grouping agreement.
In the absence of this document, the other members will be considered as Subcontractors.
The references and qualifications of Subcontractors are not taken into account in the evaluation of applications.
Interested Applicants must provide information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have references to recent and similar services.
The similarity of the references will be analyzed according to:
- The size of the markets;
- The nature of the Services; Design study, project management for control and supervision, support and capacity building on security issues.
- From the field and technical expertise: Design, Control and Supervision, setting in safety of Dam and in particular in embankment.
- From the geographic context: West Africa.
The Client will also examine the relevance of the Expressions of Interest with regard to the following criteria:
- Internal skills and availability in terms of technical support provided to experts located in the country.
- Correspondents and local partners.
