General information:

a) This call for projects is open to Non-Governmental Organizations (NGOs) and National and International Associations: (i) having significant experience in the implementation of economic, agricultural, pastoral and environmental development projects in sub-Africa Saharan, (ii) justifying previous experiences in Burkina Faso and (iii) able to demonstrate its ability to implement a large-scale project, the operator`s budget / annual resources / turnover (the Head of file) must represent at least 600 MFCFA / year over the last three certified financial years of the organization carrying out the project.

b) The projects may be implemented at the level of the territorial spaces located around the Guitti dam which have been affected by its construction and the creation of the reservoir, as well as the Nakambé watershed upstream supplying the dam and whose environmental management potentially affects the water quality of the latter.

c) The maximum amount of the subsidy that can be granted by the French Development Agency via the National Office for Water and Sanitation (ONEA) is seven hundred (700) million CFA francs.

d) The duration of the projects to be proposed is 48 (forty-eight) months.

e) The deadline for submitting tenders is Thursday, March 19, 2020 at 9:00 a.m. UT.

f) Submissions will remain valid for a period of one hundred and twenty (120) days from the date of submission.

g) Due to the security risk in the areas where the Services must be carried out, the assessment of expressions of interest will verify that the applications meet the following criteria:
- The consultant has at least experience providing services in a similar security risk zone, for which he will provide proof of implementation of security measures (invoice or contract with security provider, proof of security awareness before leaving on site, etc.).
- The consultant has internal security management procedures: he will provide a description of his monitoring system and his crisis management system.
- The consultant has, for services carried out abroad, a contract of assistance and repatriation of his collaborators: he will provide the attestation justifying it.
- The consultant will describe his standard process for preparing for mission departure in sensitive areas, and attach supporting documents for its implementation (mission orders with associated instructions, certificates of awareness-raising or training actions, etc.).

In the event of a grouping, its proxy as well as any member having its seat outside the customer`s country must meet each of these criteria.
An application which does not meet any of these requirements will be rejected.
