Tenders are invited for Cambodia: Project Evaluation Consultancy.
Location: Battambang, Cambodia

BACKGROUND
Seva Foundation (“Seva”) is a global nonprofit eye care organization that transforms lives and strengthens communities by restoring sight and preventing blindness. We train local eye care providers and develop self-sustaining eye programs around the world. Together we provide critical eye care to underserved communities, especially women, children, and indigenous peoples. Seva has helped 5 million blind people regain their sight in more than 20 countries.
Seva has been working in Cambodia since 1999 and currently supports eye units in provincial-level government hospitals to provide quality, affordable, and accessible eye care services to communities in five provinces - Banteay Meanchey, Battambang, Kampot, Pursat, and Siem Reap. Seva also employs 10 community field workers who travel to rural communities across these five provinces to screen patients and refer those that need further treatment or diagnostics to the nearest eye unit.
In 2016, Seva Cambodia was awarded the first Seeing is Believing (SiB) grant in Cambodia for a three-year project to expand access to eye care services in these five provinces. SiB is Standard Chartered Bank-s global community investment program to tackle avoidable blindness. As part of the final report to SiB, Seva needs to complete a final project evaluation.
Seva seeks a professional with development and public health understanding to work with the Seva Cambodia staff based in Battambang, Cambodia to complete an evaluation of Seva Cambodia-s SiB project and write a report on the findings.
There are five main components to the project:
Draft evaluation protocol after establishing a strong understanding of the context and project
Refine evaluation tools in consultation with Seva Cambodia team
Conduct an on-site evaluation of the SiB project
Review findings with Seva Cambodia team
Based on the findings from above, compile an evaluation report, including a summary of key findings/learnings and recommendations on how findings from the project evaluation can be applied to Seva Cambodia-s future work
SCOPE OF WORK
Objective 1: Draft evaluation protocol after establishing a strong understanding of the context and project
Conduct desk review of the healthcare and eye care sectors in Cambodia, including reported barriers and enablers to accessing eye care services
Conduct desk review of Seva Cambodia-s previously submitted SiB project reports
Perform analysis of data collected to summarize the project-s impact in terms of patients served and services provided
Based on learnings, develop an outline of the on-site evaluation protocol
Deliverable: Clarity on Seva Cambodia-s SiB-supported work performed to date within the broader context of eye care delivery in Cambodia; strong grasp of project-s performance to date; and a draft outline of the evaluation protocol. Estimated time: 3 days, to be completed before on-site evaluation
Objective 2: Refine evaluation tools in consultation with Seva Cambodia team Based on work from Objective 1, review draft outline of evaluation protocol with Seva Cambodia team and make adjustments based on their feedback. Develop data collection instruments to be used for the evaluation.
Deliverable: Final evaluation protocol and evaluation tool(s) developed Estimated time: 2-3 days, can be completed before on-site work
Objective 3: Conduct an on-site evaluation of Seva Cambodia-s SiB-supported project Conduct and lead a systematic and objective impact evaluation of Seva Cambodia-s SiB-supported project. The evaluation should include:
The extent to which the project has met its objectives and goals
To the extent the data are available, assess the project-s efficiency, sustainability, quality of services provided, field worker outreach, ability to reach neglected populations, including women and girls, and alignment/integration with the government eye care system
Interviews with Seva Cambodia staff, field workers, staff and patients from at least two government eye units about their experience
Deliverable: Initial findings/observations to inform evaluation report and copies of survey data, etc. shared with Seva Cambodia team Estimated time: up to 7 days on-site
Objective 4: Review findings with Seva Cambodia team Conduct a workshop with the Seva Cambodia staff to: a) review the top 3 key findings from the on-site project evaluation, b) get additional input/context from the staff to include in the final evaluation report, c) collectively analyze the data and context surrounding these key findings, and d) brainstorm solutions on how to use the findings to improve Seva Cambodia-s programming, to be included as recommendations in the final report.
Deliverable: Summary call with Seva Foundation staff and Seva Cambodia to review main outputs from the review process and workshop Estimated time: up to 1 full day on-site
Objective 5: Write evaluation report on findings and recommendations Based on findings from Objectives 1-4, plus any other expertise brought to the project, write an evaluation report, including a summary of the findings and an outline of recommendations on how findings from the project evaluation can be applied to Seva Cambodia-s future work.
Deliverable: A final evaluation report of findings and recommendations to be shared with SiB, Seva Foundation and Seva Cambodia Estimated time: 5 days to write the final evaluation report
QUALIFICATIONS
Public health background (prefer MPH)
Experienced researcher and writer with at least 3 years of experience
Understanding of nuances of local culture and its relevance in socio-economic dynamics
Strong analytical and communication skills
English language skills (report should be written in English)
PAYMENT Paid by deliverable up to a maximum of US$10, 000 for the overall scope of work.
