NOTICE TO EXPRESSIONS OF INTEREST

CONSULTANT SERVICE FOR THE CONDUCT OF FEASIBILITY STUDIES TECHNICAL, ECONOMIC, FINANCIAL, ENVIRONMENTAL AND SOCIAL OF PHOTOVOLTAIC SOLAR POWER PLANTS IN KAMBILA AND SAFO

The Government of the Republic of Mali has obtained funding from the French Development Agency (AFD) to finance the Construction Project for the northern section of the loop 225 kV around Bamako.

The Société Énergie du Mali SA (EDM SA), final beneficiary of the funding, plans to use part of the funds to pay for the consultancy service for carrying out technical, economic, financial, environmental and social feasibility studies as well as the elaboration of tender documents for the construction of two photovoltaic (PV) solar power plants in Kambila and Safo.

Construction works on the northern section of the 225 kV loop include, among other things, the extension of three HTB substations (Kodialani, Kambila and Dialakorobougou) and the construction of two new HTB substations (Safo and Tienfala); two solar PV injection plants are planned for the Kambila (40 MWp) and Safo (50 MWp) substations, the studies for which are the subject of this AMI.
The consultant selected must perform the following (non-exhaustive) services:

Ø Task 1: technical, economic and financial feasibility study;
Ø Task 2: environmental and social impact studies;
Ø Task 3: drafting of the Tender Dossier (DAO) for the recruitment of a designer-builder (EPC contract).
Ø Task 4 (optional): assistance to the Contracting Authority during the tender phase and until the signing of works contracts.

The consultant services (“Services”) must be spread over eight (8) months, including the validation of the study reports and the Tender Documents.

The criteria for eligibility for AFD funding are specified in Article 1.3 of the "Directives for the award of contracts financed by AFD in foreign countries ", available online on the AFD website: http://www.afd.fr.
Applicants can only submit one application in their own name or in a Group. If a Candidate (including the member of a Grouping) submits or participates in several candidatures, these will be eliminated. However, the same Subcontractor may participate in several applications.
If the Candidate is formed into a Grouping, the Expression of Interest must include:
- a copy of the Grouping agreement concluded by all of its members,

- a letter of intent to form a Grouping, signed by all its members and accompanied by a copy of the proposed Grouping agreement.

In the absence of this document, the other members will be considered as Subcontractors.
The references and qualifications of Subcontractors are not taken into account in the evaluation of applications.
Interested Applicants must provide information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have references to recent and similar services.
The similarity of the references will be analyzed according to:
- The size of the markets;
- The nature of the technical and economic feasibility study services, and environmental and social impact studies;
- From the field and technical expertise in the preparation of photovoltaic power plant projects;
- The geographical context of Bamako.

EDM SA will also examine the relevance of Expressions of Interest with regard to the following criteria:
Ø The general experience of the office, Organization and certifications
§ General presentation of the office with its organization and the quality certificates obtained.

Ø Specific experiences in the execution of similar contracts
§ Certificate of good performance in carrying out environmental and social studies;
§ Certificate of completion in the implementation of studies of solar PV power plant with injection on the HTB network.

Ø Experience in similar studies in the sub-region
§ Certificate of successful completion for studies carried out in the sub-region.

EDM SA will draw up a shortlist of six (6) Maximum Applicants, preselected on the basis of the applications received, to which it will send the Request for Proposals for the provision of the Services required.
