Tender Details

Tenders are invited for Project to Build the Solar Photovoltaic Solar Power Plant (PV) of Gorou Banda.

The Government of the Republic of Niger has requested funding from the French Development Agency and the European Union to cover the cost of the Project and intends to allocate part of the financing to the payments relating to the design, turnkey construction and operating contract of the PV Solar Power Plant at Gorou Banda in Niamey.
The Client intends to pre-qualify contractors and / or companies for the design, supply, installation of equipment, commissioning, operation and maintenance of the photovoltaic solar power plant for a period of two years ( 2) years during which the transfer of the responsibility of its management to the Nigerien Company of Electricity (NIGELEC) will be done gradually.

The main objective of the project is the construction, operation and maintenance of a photovoltaic (PV) electricity generating plant with a capacity of 20 MWp expandable to 30 MW in the municipality of Niamey, V site of Gorou Banda. This site already houses the facilities of the 100 MW diesel plant in operation.
1.1. The detailed characteristics of the project
The photovoltaic system consists of several elements: the photovoltaic system, the connection cables, the technical rooms, the fence and the accesses.
- The photovoltaic system The photovoltaic
system consists of several panel alignments. Each panel contains several modules, themselves composed of photovoltaic cells. The metal supports on which the modules are fixed are fixed to the ground by means of beaten piles or foundation screws.
- Connection cables
All the cables coming from a group of panels join a junction box from which the direct current flows, in a single cable, towards the technical room. The cables coming from the junction boxes are placed side by side on a layer of 10 cm of sand at the bottom of a dedicated trench, with a depth of 70 to 90 cm. AC high-voltage cables are also buried and carry power from the service room to the plant's delivery point (PDL).
- Technical premises (Transformation Station - PTR)
The technical rooms house:
- inverters which transform the direct current into alternating current;
- transformers that raise the voltage so that it reaches the injection levels in the network;
- the various electrical protection installations.
- The delivery station
A delivery station consisting of protection and counting cells is provided at the entrance to the site. This PDL will be integrated into the operating building. From this PDL a HTA line goes to the Nigelec distribution station (distance of about 500m) to route and inject electricity on the grid.
- Securing the site
The closure of photovoltaic installations is required by insurance companies for the protection of facilities and people. The security of the site can be reinforced by a camera at the entrance to the site, anti-theft hardware, night lighting motion detection and especially a permanent guarding of the site.
- Access roads and storage areas Access
roads are required during construction, operation and dismantling.
A parking and maneuvering area will be set up nearby. During the works, a space will be provided for the storage of equipment (possibly in a room) and the storage of construction waste. During operation, it must be possible to circulate between panels for maintenance (cleaning modules, maintenance) or technical interventions (breakdowns).
1.2. Technical data (special solution)
Total number of photovoltaic panels approximately 60, 000
Peak power 20MWc
Number of central inverters 56
Connection voltage 20 kV
Annual yield 34, 000 MWh.
