Assignment Description

The World Bank has received financing toward the cost of the Sustainable Blue Economy and Coastal Management for North Africa Program, and intends to apply part of the proceeds for consulting services.

The consulting services (the Services) include the delivery of a Participatory Stakeholder Analysis including a Gender-Based Analysis Plus (GBA+) & Donor Mapping for Sustainable Blue Economy and Coastal Management for North Africa.

The Program focuses on capacity development and improving information and knowledge about sustainable blue economy and coastal zone management in North Africa including the prevention and reduction of marine pollution and litter (notably plastic). The Program aims to support strategies and investments for cleaner, plastic free, coastal and marine ecosystems in North African countries starting with a select group of countries including Morocco, Tunisia, Algeria and Libya.

Greater efforts are needed to build awareness, consensus and ownership on priority measures for prevention and reduction of marine pollution and litter including plastic among stakeholders operating in the coastal and maritime zone of North Africa following and drawing from the WWF Mediterranean Plastic Report (2019).

The stakeholders include all key actors at the local, sub-national, national/country, and regional (cross-border) levels and all sectors impacting or having an impact of the coastal and marine areas (port industry, tourism, fisheries, transport, etc.). In particular, the stakeholders involve decision makers, technical and operational staff, private sector (entrepreneurs, investors), banking/financial sector, affected populations, civil society including womens organizations, academia, media, students, youth, etc. The approach is as inclusive as possible because GBA+ considers all identity factors, such as race, ethnicity, religion, age and mental and physical disability beyond sex and gender.

The objectives of the Participatory Stakeholder Analysis including a GBA+ for North Africa & a Donor Mapping are to:

(i) Identify all the key sectors which form the blue economy in North Africa and categorize the actors at all levels that can influence or are affected by coastal practices and blue economy activities in North African countries, including identifying champions for reforms or potential leaders (agents of change);
(ii) Formulate a method of analysis for understanding the political economy drivers and constraints that influence change and cooperation within the countries and regionally, to achieve sustainable blue economy practices and sound management of coastal areas in North Africa;
(iii) Map out challenges, opportunities and priority measures of intervention for sustainable coastal and blue economy practices with stakeholders including potential trade-offs and;
(iiii) Identify gaps in funding and potential interest for additional investments from donors and organizations in the sector.

The analysis will assess opportunities to scale-up initiatives in support of the circular economy, more specifically alternatives to plastics, prevention and/or reduction of land-based plastic waste production through collection, recycling or new approaches to manufacturing.

The analysis will include the following sequential parts:
a. Establish a methodology for the Stakeholder and GBA+ Analysis;
b. Undertake the Stakeholder and GBA+ Analysis for four countries (Morocco, Tunisia, Libya and Algeria) on sustainable blue economy and coastal management; Discuss findings on Morocco and Tunisia with local stakeholders in separate national workshops;
c. Identify and conduct an analysis of a sub-set of stakeholders specifically in relation to marine litter and plastic pollution in the four countries mentioned above;
d. Undertake a Donor Mapping analysis for the four countries (Morocco, Tunisia, Algeria, Libya);
e. Define a Regional Stakeholder and Gender Action Plan with recommendations and validated actions discussed in a regional knowledge-sharing workshop

The consultant will undertake an initial desk study of existing material for sustainable blue economy, coastal management including marine and plastic pollution prevention in hotspots and key sectors and conduct interviews with key stakeholders for each country. Specifically, given that the level of dialogue with Morocco and Tunisia and the World Bank is more advanced compared to the other countries, the findings of the stakeholder analysis for Morocco and Tunisia are to be discussed and validated with local stakeholders in a national workshop to be held in each of these two countries (half a day maximum).

For the Donor Mapping, the consultant will undertake an initial desk study of existing material and conduct interviews (in person or virtually) with key regional and international organizations and donors to identify gaps in funding, and potential interest for additional investments from donors. The analysis will include both quantitative and qualitative data. A pipeline of bankable projects will be identified. The findings of the donor mapping will be discussed in the regional knowledge-sharing workshop.

For the Regional Stakeholder and GBA+ Action plan, the consultant will elaborate a road map document for sustainable blue economy, coastal management including marine and plastic pollution prevention in selected hotspots and key sectors. The roadmap will be discussed and validated in the regional knowledge-sharing workshop.

For the regional knowledge-sharing workshop, representatives from all four countries will be identified and invited along with relevant international/regional organizations and potential donors to discuss investments options and interests for collaboration.

The World Bank now invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Expertise in environmental and infrastructure planning including coastal management challenges in North Africa.
- Experience related to institutional strengthening, stakeholders engagement, and gender aspects.
- Demonstrated experience in marine and litter pollution prevention and reduction, including plastic.
- Excellent research, writing and editing skills, and ability to convey complex ideas in a creative, clear, and direct style.
- Experience with facilitating multi-stakeholders discussions often with competing interests and needs.
- Fluent in English and in French (both written and oral). Knowledge of Arabic is an advantage.
- Knowledgeable about sustainable blue economy and circular economy dimensions.
