Tenders are invited for Procurement of XRD Machine

QUALIFICATION REQUIREMENTS
All submissions must be accompanied with the following documents: –
(i) Evidence of Certificate of Incorporation with Corporate Affairs Commission, (CAC) including form CAC2 and CAC7.
(ii) Evidence of Current CAC Annual Returns by inclusion of CACs Letter of Acknowledgement of filling Annual Returns(s)
(iii) Evidence of Company Income Tax Clearance Certificate for the last three (3) years valid till December 31st 2019.
(iv) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till December 31st 2019.
(v) Evidence of Pension Compliance Certificate valid till December 31st 2019.
(vi) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019.
(vii) Evidence of registration in (he National Database of Federal Contractors, Consultants, and Service providers by submission of Interim Registration Report (IRR) expiring on 31/1(2020 or valid certificate issued by BPP.
(viii) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Steel Raw Materials Exploration Agency or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
(ix) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
(x) Company’s Audited Accounts for the last three (3) years – 2016, 2017 and 2018
(xi) Evidence of financial capability to execute the project by submission of Reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for execution of the project when
(xii) Company’s Profile with the Curriculum Vitae of the key staff to be deployed for the project including copies of their Academic/Professional Qualification; COREN, QSRBN, ARCQN, CORBON;
(xiii) List of Plants /Equipment with proof of ownership/ lease (where applicable).
(xiv) All documents for submission must be transmitted with a covering letter/forwarding letter under the company/firm’s letter Headed Paper bearing among others, the registration Number (RC) as issued Corporate Affairs Commission (CAC) Contact Address, Telephone Number (Preferably GSM NO), and email address. The letter headed must bear Names and Nationalities of the Directors of the company at the bottom of the page, dully signed by the authorized officer of the firm.

3. COLLECTION OF TENDER DOCUMENTS
Tender/ bidding documents are obtainable from the office of the head of Procurement Unit, Room no 38(2 “’ Floor) of National Steel Raw Materials Exploration Agency, No 18 Rabbah Road Malali Village, Kaduna with evidence of payment of non-refundable tender fee of N10.000 per Lot through TSA code 12020701 and organization code 0233004001, Receipt obtainable from NSRMEA cash office.

4. SUBMISSION OF TENDER DOCUMENTS
Two (2) Hard copies and soft copy of tender documents (Technical and Financial) are to be submitted in two (2) sealed and separate envelopes dearly marked and enclosed in one large envelope all labelled with Project name, company’s name and Lot No. on the top left, TENDER DOCUMENTS” addressed to” The Director General/Chief Executive of National Steel Raw Materials Exploration Agency, Malali Village, Kaduna. Closing date and time for submission of bids documents is 12:00 noon on 29 July, 2019. Late submission shall be returned un-opened. All tenders are to be submitted to the Agency’s Tender Box in Room 38, Exploration House, No 18 Rabbah Road, Malali Kaduna not later than 12:00 noon on Monday, 21 October, 2019.

5. OPENING OF TECHNICAL BIDS
The technical bids opening will take place immediately after the deadline for submission at 12:00 noon on Monday, 21 October, 2019 in the Agency’s Conference Room 4 floor No. 18 Rabbah Road, Malali Village, Kaduna as slated above.

6. GENERAL INFORMATION
(i) All CAC, PENCOM, BPP IRR, TAX Certificate, ITF, NSITF, and any other relevant document may be referred to the relevant bodies for verification.
(ii) Bidders bidding for any lot in Category B must be company duly incorporated as Construction Company by Corporate Affairs Commission, (CAC)
(iii) Only pre-qualified bidders will be invited at a later date for financial bids opening, while the financial bids of unsuccessful bidders will be returned un-opened.
(iv) The National Steel Raw Materials Exploration Agency reserves the right to reject any or all the submissions that do not meet up with the requirements as specified.
(v) This announcement is published for information purpose only and does not constitute an offer by the Tender Board to transact with any party for the project, nor does it constitute a commitment or obligation on the part of the Board to procure concession services.
(vi) The Board will not be responsible for any cost or expenses incurred by any interested parties in connection to any response to this invitation and or the preparation or submission in response to an inquiry.
(vii) The Board is bound to shortlist any bidder and reserves the right to annul the selection process at any time without inquiring any liabilities and assignment on any reason thereof.
