Procurement of Various Medical Equipments

(Stretchers, Wheel Chairs with IV Hook)

The Provincial Government of Zamboanga del Norte through the Trust Fund of 2018 intends to apply the sum of Three Hundred Twenty One Thousand Pesos Only (Php 321, 000.00) being the approved Budget for the Contract (ABC). Bids received in excess of the ABC shall be automatically rejected at Bid opening.

The Provincial Government of Zamboanga del Norte now invites sealed Bids from eligible Bidders and PhilG-EPS Registered (Philippine Government Electronic Procurement System) for the Procurement of Various Medical Equipments (Stretchers, Wheel Chairs with IV Hook) under PR # TF-18-10-139(Q). Delivery of the Goods is required for thirty (30) working days upon receipt of the Notice to Proceed. Bidders should have completed, within five (5) years prior to the date of submission and receipt of Bids, a contract similar to the Project. The description of an eligible Bidder is contained in Section II of the Bidding Documents, particularly, in Section II. Instruction to Bidders.

Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act No. 9184 (R.A. 9184), otherwise known as the Government Procurement Reform Act and is restricted to organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country, the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to R.A. 5183 and subject to Commonwealth Act 138.

Interested Bidders may obtain further information from the Provincial Government of Zamboanga del Norte and inspect the Bidding Documents of the address given below.

A complete set of Bidding Documents may be purchased by interested Bidders on October 17, 2018 to October 25, 2018 from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of Five Hundred Pesos Only (Php 500.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the Provincial website (http://www.zamboangadelnorte.gov.ph/) provided that bidders shall pay the non-refundable fee for the Bidding Documents not later that the submission of their bids.

Bids must be delivered to the address below on or before October 25, 2018 at 9:00 o-clock in the morning. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the ITB Clause 18.

Bid opening shall be on October 25, 2018 at 9:00 o-clock in the morning at the BAC Conference Room, 2nd floor of Zamboanga del Norte Convention and Exhibition Center (ZNCEC), Dipolog City, unless announced otherwise. Bids will be opened in the presence of the Bidders- representative who chooses to attend at the address below. Late bids shall not be accepted.

The Provincial Government of Zamboanga del Norte reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
