Tender Details

Tenders are invited for Procurement of Plant Design, Supply, and Installation of “Rehabilitation and Extension of Bo/Kenema Distribution System".

1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this Project that appeared in United Nations Development Business online (UNDB online) No.AfDB592-06/17 of 12 June 2017 and on the African Development Bank’s Internet Website (www.afdb.org).

2. The Government of Sierra Leone has received financing from the African Development Bank and Department for International Development (DFID) in various currencies towards the cost of Rehabilitation and Extension of Bo-Kenema Distribution Network. It is intended that part of the proceeds of this financing will be applied to eligible payments under the contract for Procurement of Plant Design, Supply, and Installation of “Rehabilitation and Extension of Bo/Kenema Distribution System - Lot 1 and Lot 2”.

3. Electricity Distribution and Supply Authority (EDSA) now invites sealed Bids from eligible Bidders for the construction and completion of Lot 1 - Design, Supply, Installation, and Commissioning of two (2) primary substations and rehabilitation of two (2) city centers 33/11kV sub-stations and indoor 11kV sub-stations in Bo and Kenema; and Lot 2- Design, Supply, Installation, and Commissioning of one (1) 33kV Overhead Transmission Line between Bo and Kenema and rehabilitation of 11kV and 0.4 kV distribution network (hereinafter called “the Facilities”). International Competitive Bidding will be conducted in accordance with the Bank's Procurement Policy dated October 2015 and, specifically, through “Single Stage” Bidding Procedures.

4. Interested eligible bidders may obtain further information from and inspect the bidding
documents at the office of Project Implementation Unit (PIU) with attention to:

5. A complete set of Bidding Documents may be purchased by interested bidders upon the submission of a written application to the said Executing Agency, and upon payment of a nonrefundable fee of Three Million Two Hundred Thousand Leones (SLL 3, 200, 000) or equivalent in any freely convertible currency. The method of payment will be to the account of the Purchaser with the following details:

6. The provisions in the Instructions to Bidders and in the General Conditions are those of the Bank’s Standard Bidding Document for Procurement of Plant Design, Supply, and Installation.

7. Bids must be delivered to the above office on or before 16th October 2018 and must
be accompanied by a security of Two hundred seventy thousand US Dollars (USD270,
000) for Lot1 and Five hundred twenty thousand US Dollars (USD520, 000) US Dollars
for Lot 2.
8. Bids shall remain valid for 126 days after the deadline for bid submission prescribed
above.
9. Bids will be opened in the presence of bidders’ representatives who choose to attend
at 1: pm on 16th October 2018 at the offices of:
