Kulob Solid Waste Project

State Enterprise (SE) “Khojagii Kommunalii Nazdi Makomoti Ijroiyai Hokimiyati Davlatii shahri Kulob (Municipal Services under the Executive body of state power of the city of Kulob) hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a loan from the Bank towards the cost of KULOB SOLID WASTE PROJECT.

The Purchaser now invites sealed tenders from Suppliers for the following Contract to be funded from part of the proceeds of the loan:

KUSW-OT-G01-d: Procurement of Pickup and Bus (Re-Tender)

Pickup truck 4x4 with towable mobile disinfection unit and Bus for the Purchaser-s operational staff
The Contract should be completed within 4 months from its signing.

Tenders may offer discounts and such discounts will be considered in the comparison of tenders.

Tendering for contract that are to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a Contract, Tenderers must satisfy the minimum criteria summarised below and further detailed in the tender documents:

The Tenderer shall have a minimum average annual turnover (calculated as total certified payments received for contracts in progress or completed), for 2016-2018 years of:
USD 300, 000
The Tenderer must demonstrate the current soundness of his financial position and prospective long-term profitability and must demonstrate access to, or availability of, financial resources such as free funds on current account, lines of credit dedicated to this project execution, or other similarly highly liquid financial means, in the amount not less than 80% of the tender price. The Tenderer must demonstrate that the funds required for this project are free of its other commitments or sufficient to cover the overall cash flow requirements for this Contract and its current commitments. Alternatively, if the payment arrangements with a manufacture provide for less financing necessary from the supplier, the respective agreement shall be provided as an evidence of the sufficiency of funding.
The Tenderer shall demonstrate that it has successful experience as a Supplier in at least 2 (two) contracts within the last 3 (three) years, i.e. 2016 - up to the tender closing date, that have been successfully and substantially completed and that are similar to the proposed Goods. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Supply Requirements. The value of each of the referred contracts shall be not less than:

The Tenderer, or any partner in a JVCA, shall not have a consistent history of litigation and/or arbitration resulting in awards against the Tenderer, or any partner in a JVCA, from 2016 and till the tender submission deadline. This determination shall be based solely on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective Contract, and where all appeal instances available to the Tenderer have been exhausted. All pending litigation shall in total not represent more than 20% (twenty percent) of the Tenderer-s net worth and shall be treated as resolved against the Tenderer.
Joint ventures, consortiums or associations (JVCA) shall meet the following minimum qualification requirements:
The Lead Partner shall meet at least 60% of the minimum qualification criteria for average annual turnover and financial resources; and demonstrate successful experience as Supplier in at least one similar contract;
Each partner of JVCA shall meet at least 40% of the minimum qualification criteria for average annual turnover and financial resources;
All partners shall be jointly and severally liable;
Lead partner (a Representative) shall have the original of power of attorney as authority to conduct all business for and on behalf of any and all the partners of the joint venture/consortium during tender process and, in the event of the Contract, during contract execution.

All tenders must be accompanied by a tender security as follows:

or its equivalent in Tajik Somoni according to the exchange rate of National Bank of Tajikistan at the date of such tender security issuance.
