Request for proposals are invited for Procurement of Individual Consultants- Services to Evaluate Technical Proposals.
The Millennium Challenge Corporation (“MCC”) is a U.S. Government agency focused on assisting countries dedicated to good governance, economic freedom, and investments in people. The Government of Mongolia (“Government”) has applied for grant funding from MCC (a “Compact”) and intends to apply a part of the proceeds of that funding to payments for contracts for goods, works and services.
The Government-s proposal aims to increase bulk water supply to Mongolia-s capital city, Ulaanbaatar. The proposed Compact tentatively includes investment from MCC of approximately USD 350, 000, 000.
In conducting this procurement, the Government is represented by the National Secretariat for Development of the Second Compact Agreement between the Government of Mongolia and the US Millennium Challenge Corporation (“National Secretariat”).
The National Secretariat invites qualified and experienced individual consultants to provide consultancy services for the evaluation of technical proposals. Please note that the National Secretariat will not consider companies/firms for this procurement.
Selected consultants shall be called upon to become members of one of two Technical Evaluation Panels for the following consulting services:
a. Procurement Agent Services
b. Fiscal Agent Services
Consultants are expected to have the following qualifications and experiences:
a. Procurement Consultant: Degree in Procurement, Supply Chain, Business, Economics, Public Administration, or a related field. Minimum 10 years of practical experience managing public procurements, preferably in public-sector, donor-funded projects (MCC, World Bank, ADB, AfDB, etc.) or in government-funded projects. CIPS membership is an advantage.
b. Financial Management Consultant: Degree in Business, Economics, Finance, Accounting, Public Administration, or a related field. Professional Financial Management qualifications (CPA, ACCA, ACA, ICAN, etc.). Minimum 10 years of experience in public-sector financial management. Financial management experience with donor-funded projects is an advantage.
c. All Consultants should be fluent in spoken and written English and able to use Microsoft Word and Excel. Experience in evaluating technical bids and proposals for similar consulting services is an advantage.
Consultants will be selected under the Individual Consultants method, an evaluation procedure which is described in sections of the RCQ in accordance with “MCC Program Procurement Guidelines” provided on the MCC website (www.mcc.gov/ppg).
Consultants must use the forms attached to the RCQ to submit their qualifications.
