INVITATION FOR PREQUALIFICATION (IFP) FOR PROCUREMENT OF DESIGN, SUPPLY AND CONSTRUCTION FOR LOT 5 (TURKISH HOSPITAL, SHATT AL ARAB, AND CITY SPORT 132KV SUBSTATIONS) ON TURNKEY BASIS IN ELECTRICITY SECTOR RECONSTRUCTION PROJECT (PHASE 2)

Government of the Republic of Iraq (hereinafter referred to as “GOI”) has received a Loan from Japan International Cooperation Agency (hereinafter referred to as “JICA**) toward the cost of the Electricity Sector Reconstruction Project (Phase 2) (hereinafter referred to as “Project”) signed on June 29, 2015. It is intended that part of the proceeds of this Loan will be applied to eligible payments under the contract resulting from the bidding for which this prequalification is conducted.
The Ministry of Electricity (hereinafter referred to as "MOE") (hereinafter referred to as “the Employer”) intends to prequalify contractors and/or firms for the design, supply and construction of Lot 5 (Turkish Hospital, Shatt A1 Arab, and City Sport 132kV Substations) in the Project.
The scope of the works of Lot 5 includes but is not limited to the design, supply, construction, and commissioning of the following major equipment:
? 132/33kV Power Transformers (90MVA x 3units for Shatt A1 Arab and City Sport Substations, 63MVA x 3units for Turkish Hospital Substation) with On-Load Tap Changer (OLTC)
? 132kV and 33kV Gas Insulated Switchgears (GIS)
? 132kV Air Insulated Switchgears (AIS) High Voltage Equipment
? Auxiliary Equipment
? Control and Protection System
? Telecommunication System
? Supervisory Control and Data Acquisition System (SCADA)
? Tools and Erection Accessories as required
? Spare Parts
? Testing and Commissioning
3. It is expected that Invitation for Bids will be made in April 2020.
4. Prequalification will be conducted through procedures in accordance with the applicable Guidelines for Procurement under Japanese ODA Loans, and is open to all Applicants from eligible source countries, as defined in the Loan Agreement.
5. Interested eligible Applicants may obtain further information from and inspect the Prequalification Documents at the office at the address stated at end of this IFP, from 9:00 a.m. to 3:00 p.m. (Iraqi Standard Time) on all working days after November 28, 2019.
6. A complete set of the Prequalification Documents may be purchased by interested Applicant(s) on the submission of a written application to the address stated at the end of this IFP and upon payment by visiting the office mentioned in Clause 5 of this IFP and paying a non-refundable fee of 1, 250, 000 Iraqi Dinar in cash.
7. Applications for prequalification should be submitted in scaled envelopes, delivered to the address stated at the end of this IFP by January 26, 2020, and be clearly marked “Application to Prequalification for Procurement of Design, Supply and Construction for Lot 5 in Electricity Sector Reconstruction Project (Phase 2)”.
