Tenders are invited for Procurement of Chemicals and Farm Spraying Operations

ELIGIBILITY REQUIREMENTS
Interested and competent Contractors, Suppliers and Service Providers/consultants wishing to Carry out any of the project listed under the above three (3) categories are required to submit the following documents in their Technical Proposals. Failure to fulfill any of the underlisted requirements will render a bid, disqualified valid certificate issued by BPP.
i. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7
ii. Evidence of Company Income Tax Clearance Certificate for the last three (3) years valid till 31 December, 2019:
iii. Evidence of current Pension Compliance Certificate valid till 31ST December, 2019;
iv. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019;
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31ST December, 2019;
vi. Evidence of Registration on the National Database of Federal Contractors. Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/1/2020 or valid Certificate issued by BPP.
vii. Sworn Affidavit disclosing whether or not any officer of the Nigeria Agricultural Quarantine Service or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
viii. Company’s Audited Accounts for the last three (3)years- 2016, 2017&2018
ix. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria: indicating willingness to provide credit facility for the execution of the project when needed;
x. Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications; ARCON, CORBON, SURCON, QSRBN etc, for Works);
xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
xii. List of Plants/Equipment with proof of Ownership/lease for ”Work”
xiii. All documents for submission must be transmitted with a Covering Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC). Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

2. COLLECTION OF BID DOCUMENTS
Categories A&B (Goods and Works):
Interested companies are to collect the standard bidding document (SBD) from the Parastatal Tenders Board Nigeria Agricultural Quarantine Service, Plot 81 Ralph Sodeinde Street, Enugu State Building, Opposite Federal Ministry of Finance, Central Business District, Abuja, on evidence of payment of non-refundable tender fee of N10, 000.00 (Ten Thousand Naira) only, per lot, paid into the Remita Account/TSA of Nigeria Agricultural Quarantine
Service in any commercial bank (The TSA Account Number is to be obtained from the Agency Central pay Office).

3. SUBMISSION OF TENDER DOCUMENTS
i. Categories A & B Goods And Work
Prospective bidders are to submit bid for each of the lot desired, two (2) hard copies of the technical bid and two (2) hard copies of financial bid ( including soft copy of financial bid in MS Excel format), packaged separately in sealed envelopes and clearly marked “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger envelope addressed to the Director General, Nigeria Agricultural Quarantine Service, Plot 81 Ralph Shodeinde street, Enugu State Building, Opposite Federal Ministry of Finance, Central Business District, Abuja and clearly marked with the name of the project and lot number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and should be deposited in the tender box at the address in 4.0 above, not later than 12.00 noon on Monday 4th November, 2019. Late bids shall be returned unopened

ii. CATEGORY C-EXPRESSION OF INTEREST:
Interested firms are to submit two (2) hound copies of Expression of Interest (EOI) documents, separated by dividers. The documents should be submitted in a sealed envelope and addressed to the Director General, Nigeria Agricultural Quarantine Service. Plot 81 Ralph Sodeinde Street, Enugu State Building, Opposite Federal Ministry of Finance, Central Business District,
Abuja, and clearly marked with the name and address of the bidder and should be deposited in the tender box at the address in 4.0 above, not later than 12.00 noon on

4. OPENING OF BIDS DOCUMENTS
i. Categories A & B-Goods and Works:
Technical bids will be opened immediately after the deadline for submission at 12.00 noon on Monday, 4th November, 2019, at the Conference Room of Nigeria Agricultural Quarantine Service, Enugu Building, Central Business District, Abuja, in the presence of Bidders or their representatives, while the Financial Bids will be kept unopened. Please ensure that you sign the Bid Submission Register at the address stated in 4.0 above, as the agency will not be held liable for misplaced or wrongly submitted bids.

Category C – Expression of Interest:
Expression of Interest (EOL) documents will be opened immediately after the deadline for the submission at 12.00 noon on Monday, 7 October, 2019, at the Conference Room, Nigeria Agricultural Quarantine Service, Enugu Building, Central Business District, Abuja, in the presence of Bidders or their Representative. Please, ensure that you sign the Bid Submission Register at the address stated in 4.0 above, as the agency will not be held liable for misplaced or wrongly submitted Bids.

5. GENERAL INFORMATION
i. Bids and Expression Of Interest must be in English language and signed by an official authorized by the Bidder:

vi. All costs will be borne by the Bidders as the Agency will not be held responsible for any cost or expenses incurred by any interested parties) in connection with any response to this invitation;
vii. Non-compliance with the conditions stated therein will lead to automatic disqualification of the Bidder from the bidding process
viii. The Agency is not bound to pre-quality any Bidder and reserve the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act 2007
