Procurement of Board and Lodging Services for Deped Sports Conference 2019

1. The Department of Education - Division of Occidental Mindoro, through the FY 2017 GAA intends to apply the sum of Three Million Three Hundred Twenty Four Thousand Pesos and 0/100 (Php 3, 324, 000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Procurement of Board and Lodging Services for DepEd Sports Conference 2019. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Department of Education - Division of Occidental Mindoro now invites bids for the procurement of the following:

3. Delivery of Goods is required on the date specified on the Notice to Proceed. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

4. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

5. Interested bidders may obtain further information from Department of Education - Division of Occidental Mindoro and inspect the Bidding Documents at the address given below during office hours, Mondays to Fridays (8:00-12:00/1:00-5:00) from June 15-July 8, 2019.

6. A complete set of Bidding Documents may be purchased by interested Bidders from June 15-July 8, 2019 from the address below and upon payment of a nonrefundable fee for the Bidding Documents to the Cashier-s Office in the amount abovementioned. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.

7. The Department of Education - Division of Occidental Mindoro will hold a Pre-Bid Conference on June 24, 2019 at 9:00 AM at the ASDS Office, 2F Schools Division Office, Payompon, Mamburao, Occidental Mindoro which shall be open to all interested parties.



8. Bids must be delivered to the address below on or before 8:30 AM, July 8, 2019. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.



Bid opening shall be on July 8, 2019, 9:00 AM at ASDS Office, 2F Schools Division Office, Payompon, Mamburao, Occidental Mindoro. Bids will be opened in the presence of the Bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.



9. Prospective bidders are strongly encouraged to order or download the electronic copy of the Bidding Documents from the PhilGEPS website: www.philgeps.net, for them to be included in the Document Request List of the project.



10. The Department of Education - Division of Occidental Mindoro reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
