Tenders are invited for Procurement Agent Services.

The Millennium Challenge Corporation (“MCC”) and the Government of Senegal (the “Government” or ”GoS”) executed an agreement to grant certain MCC funds to facilitate the development of a second compact (the “Agreement”) focused on preparing projects with the proposed objectives below:

• The project “Modernizing and strengthening of SENELEC transmission network” aims at improving the quality of Senelec grid to reduce households and businesses expenditure in alternative energy;
• The project “Increasing Access to Electricity in Rural Areas” seeks to improve access to electricity in rural and peri-urban areas to promote value chains development and access to electricity in low-density remote area;
• The project “Enabling Environment and Capacity Development” seeks to improve the legal and institutional framework for a better business environment for private investments, strengthening of regulation and competition within the energy sector, and improving the services and energy products quality.
Grant funding may be used to support studies and other preparatory Activities related to any of the areas listed above.
The proposed Compact would support the procurement of contractors and consultants for project design, technical services, and construction works in different locations in Senegal. Specifically, MCC will finance the procurement of engineering, design and supervision, environmental and social assessments, construction of substations and underground circuits, an undersea cable, and extensions of the distribution network. Services may also include resettlement, technical assistance for reform activities, and monitoring and evaluation. The proposed Procurement Agent services are required to support these and all other aspects of the Compact.

The Government has authorized the Unité de Formulation et de Coordination du second Programme MCA (“UFC MCA-Senegal ”) to develop a second Compact Agreement between the Government of Senegal and MCC. The UFC MCA-Senegal will continue until such time as the Government establishes the second Millennium Challenge Account Senegal (“MCA-Senegal II”) to serve as the accountable entity for implementing the Compact. Prior to the establishment of MCA-Senegal II, any references to actions taken or rights received by MCA-Senegal II in this RFP, including in the Form of Contract, shall be taken or received by UFC MCA-Senegal on behalf of the Government, and any references herein to MCA-Senegal II shall be deemed to mean the UFC MCA-Senegal during this period.

The UFC MCA-Senegal now invites proposals from legally constituted consulting firms and other organizations to provide the consultant services referenced above (“Proposals”). More details on these consultant services are provided in the Terms of Reference in Section V of the RFP.

This Request for Proposals, the RFP, follows the General Procurement Notice that appeared in dgMarket on 11th July 2018, UNDB Online on 10th July 2018, and on the 12th July 2018 newspaper on “Le Soleil” and UFC MCA-Senegal Website.

The Government requires the services of Procurement Agent (“PA”) services for a base period of twelve (12) months. The length of this base period may be extended if the entry into force (“EIF") of the Compact is accelerated or delayed. Thereafter, the Government anticipates that it requires five (5) 12-month option periods, plus a final sixth option period of approximately 120 days for Compact closure. Any modification of the base period and the option periods are contingent upon program needs, the performance of the PA, and the availability of funding.

For purposes of preparing proposals, Consultants should assume that the base period will start from the effective date of the contract; however, the effective date of the contract could be postponed by some time after the signing date of the contract. Accordingly, mobilization of the Fiscal Agent may not be concurrent to or immediately after contract award. If it is necessary for this base period to be less than twelve (12) months, the payment for this period will be adjusted on a pro-rata basis at the time of the signing of the first option period contract. Should the base period be extended, payment will be made on a month-to-month basis at the same monthly rate.
