INVITATION TO BID

for the

Procurement of Additional Drugs and Medicines

for the First Semester of the Year 2018



The Bureau of Jail Management and Penology Regional Office VII (BJMPRO-VII), through the Allotment Advice No. 03-017-18 dated 19 March 2018, intends to apply the sum of TWELVE MILLION ONE HUNDRED TWENTY-FOUR THOUSAND SEVEN PESOS AND 04/100 ONLY (Php 12, 124, 007.04) being the Approved Budget for the Contract (ABC) to payments under the contract for the Procurement of Additional Drugs and Medicines for the First Semester of the Year 2018. Bids received in excess of the ABC shall be automatically rejected at bid opening.

The Bureau of Jail Management and Penology now invites bids for supply of drugs and medicines. Delivery of the Goods is required within Twenty (20) Calendar Days from the receipt of Notice to Proceed. Partial delivery is strictly not allowed. Bidders should have completed, within thirty (30) calendar days from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.



Interested bidders may obtain further information and inspect Bidding Documents from the Bureau of Jail Management and Penology Regional Office VII, 13B M. Veloso St. Brgy. Guadalupe, Cebu City.



A complete set of Bidding Documents may be purchased by interested Bidders starting July 17, 2018 (Tuesday) at BJMP Regional Office-VII, 13B M Veloso St., Guadalupe, Cebu City and upon submitting Letter of Intent and payment of a non-refundable fee amounting to Twelve Thousand Pesos (Php 12, 000.00) which shall be deposited by the interested bidder at the Land Bank of the Philippines (Any Branch) under the account of the Bureau.



A Pre-Bid Conference, which shall be opened to all interested parties, will be held on July 24, 2018 (Tuesday) at 11:00AM at the same address given above.



Bids must be delivered on or before August 6, 2018 (Monday) at 01:00PM at BJMP Regional Office-VII, 13B M. Veloso St. Guadalupe, Cebu City. It must be accompanied by a bid security which shall be in the form of Cash which shall be at least two percent (2%) of the approved budget for the contract or a Surety Bond from GSIS or any other Insurance Company duly certified by the Insurance Commission as authorized to issue such security which shall be at least five percent (5%) of the approved budget for the contract or a Bid Securing Declaration.



Bid opening shall be at 1:30PM on August 6, 2018 (Monday) at BJMP Regional Office-VII, Multi-Purpose Hall, 13B M. Veloso St. Guadalupe, Cebu City and will be opened in the presence of the Bidders or their representatives. Late bids shall not be accepted.

Bidders shall submit documents which shall be dated not be later than two (2) months prior to the opening of the bids.

The Bureau of Jail Management and Penology reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
