INVITATION TO BID FOR THE PRINTING AND PRODUCTION OF VARIOUS REQUESTS (CY 2019) UNDER IB NO. 039-19





1. The Department of Agriculture (DA) - Central Office, through the General Appropriations Act (GAA) CY 2019 intends to apply the sum of PESOS: Two Million Three Hundred Fifty-Five Thousand Nine Hundred (PhP2, 355, 900.00), being the Approved Budget for the Contract (ABC) to payments under the contract for the Printing and Production of Various Requests (CY 2019) under IB No. 039-19, detailed as follows:

Bids received in excess of the ABC shall be automatically rejected at bid opening.



2. The DA - Central Office now invites bids for the Printing and Production of Various Requests (CY 2019) under IB No. 039-19. Delivery Period for each requirement is reflected in Section VI. Schedule of Requirements. Bidders should have completed, within two (2) years prior the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.



3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.



Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.



4. Interested bidders may obtain further information from Procurement Division, DA - Central Office and inspect the Bidding Documents at the address given below during 9:00AM - 4:00 PM, Monday to Friday, before the opening of bids, scheduled on April 10, 2019 (Wednesday) at 1:00 PM.



5. A complete set of Bidding Documents may be acquired by interested Bidders on March 18, 2019 (Monday) to April 10, 2019 (Wednesday) from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the following amounts:

6. The DA - Central Office will hold a Pre-Bid Conference on March 26, 2019 (Tuesday), 9:00 A.M. at Apacible Hall 4th Floor - Main Building, DA Compound, Elliptical Road, Diliman, Quezon City, which shall be open to prospective bidders.
