Tender Details

Tenders are invited for Preparation of the Basic General Inventory in the Central, Deco center and Operational Structures of Minresi: Phase II.

1. Object
As part of the execution of its 2020 Public Investment Budget, the Ministry of Scientific Research and Innovation ( MINRESI ) is launching an emergency national call for tenders open to study firms or consultants for the development of l Basic General Inventory in the Central Services, Deconcentres and Operational Structures of MINRESI: Phase II.

2. Consistency of the services
The overall objective is the execution of phase II of the project to develop the Basic General Inventory (IGB) in the Central, Deconcentrated Services and Operational Structures of MINRESI. Proceed to the inventory and the global consolidation of all built and undeveloped real estate of Operational Research Structures under the supervision of the Ministry of Scientific Research and Innovation, as well as the consolidation of the database for the General Inventory Basic combining data from phase I and phase II. It will be specifically about:
Identify, locate and document the built and undeveloped real estate possessions of Operational Research Structures under the supervision of the Ministry of Scientific Research and Innovation, by Region, Department, Arrondissement and by structure;
Digitize all the documents justifying the real estate possessions;
Create a database within the dedicated computer application for this purpose;
Consolidate the database for the General Inventory gathering data from phase I and phase II;
Propose measures to secure the heritage of MINRESI;
Evaluate and quantify in terms of costs said security measures.

3. Estimated cost
The estimated cost is forty million (40, 000, 000) CFA francs.

4. Delivery time
The maximum execution time provided by the Contracting Authority for the provision of services is four (04) months.

5. Allotment
The services covered by this contract consist of a single lot.

6. Participation and origin
Participation in this Invitation to Tender is open to consulting firms or design offices of Cameroonian law practicing in the field.

7. Financing
The services that are the subject of this invitation to tender are financed by the MINRESI Public Investment Budget for the 2020 financial year, on the budget allocation line 54 19 259 02 340010 2079.

8. Consultation of the file
The file can be consulted during working hours at MINRESI, Directorate of General Affairs, Public Contracts Service (Main building), BP 1457, telephone 222 23 24 42 as soon as this notice is published.

9. Acquisition of the file

10. Submission of tenders
Each offer will be written in French or English in seven (07) copies, the original and six (06) copies marked as such, must reach the MINRESI Public Contracts Service, no later than March 31, 2020 at 2 p.m. and must bear the mention:

11. Provisional security
Under penalty of rejection, each tenderer must attach to his administrative documents, a bid bond established by a first-rate bank or financial body approved by the Ministry responsible for finance and whose list appears in Exhibit 11 of the DAO, of an amount of eight hundred thousand (800, 000) CFA francs, and of a validity of thirty (30) days beyond the validity of the offers.

12. Admissibility of tenders
Under penalty of rejection, the other documents in the required administrative file must be produced in originals or certified copies by the issuing department in accordance with the provisions of the Supplementary Regulations for the Invitation to Tender.
They must be dated less than three (03) months before the original date of submission of tenders or have been established after the date of signature of the Invitation to Tender.
Any incomplete offer in accordance with the prescriptions of the Tender File will be declared inadmissible. In particular, the absence of the bid bond issued by a first-rate bank or financial body approved by the Ministry of Finance.

13. Opening of bids
