Expression of Interest are invited for PR / Communications Consultant - Improvement of the sanitation system of the city of Puerto Maldonado.

Background

The Advisory Services in Public Private Partnerships of the International Finance Corporation (IFC), is in discussions with the Government of Peru (GoP), through the Private Investment Promotion Agency (Proinversion or Client), a public entity responsible for the execution of Public Private Partnerships (PPP) projects in core and social infrastructure in the country, to engage IFC as the lead advisor to structure and implement a private sector participation project (PSP) to improve the sanitation system of the city of Puerto Maldonado (Project or Transaction).

IFCs Scope of Work:

After the signing of the mandate with Proinversion, the IFCs advisory mandate will be implemented into two phases:
- Phase 1 - Transaction Structuring: IFC and its consultants will analyze all aspects of the Project, including capital investment program, financial viability, technical and legal due diligence, regulatory framework, environmental and social issues. IFC will then recommend to Proinversion the optimal scope and structure for the Transaction that would require government approval before proceeding to Phase 2.
- Phase 2 - Transaction Implementation: IFC, with the support of its consultants, will implement the approved transaction structure, including the promotion of the Transaction to potential investors, the prequalification of investors, the design of bid criteria, the preparation of legal documents for a competitive international tender, the oversight of the tender process, and assistance to Proinversion during the evaluation of the bids and the closing of the Transaction.

IFC is seeking to hire a PR and Communication Consultant to support IFC and Proinversion throughout the two phases of the transaction, and more specifically to develop communication programs and strategies that are culturally sensitive, acceptable and context specific to ensure that all key stakeholders, including land owners, residents, labor unions, customers and the public as a whole have access to clear, accurate and comprehensive information about the Project and are appropriately consulted on major aspects of the transaction.

Scope of Work of PR/Communication Consultant:

The PR and Communication Consultant will be required to provide assistance to IFC and Proinversion with a minimum of (but not limited to) the following major tasks: (1) Stakeholder mapping and analysis, (2) design and implementation of a public relations/communications plan, which could include a public communications strategy along with strategic guidance for approaching the stakeholders and the media, coordinating with public sector PR officials as needed; and (3) prepare a crisis communication plan and put it in place to tackle possible issues/ situations with reputation risks.

In this regard, the PR and Communication Consultant will undertake a communication needs assessment; devise appropriate communications strategies and implementation roadmap of these strategies in consultation with the Transaction team; revise and modify the approach as required; and undertake impact evaluation. The overall objective of the communication work will be to increase awareness, improve knowledge, understand stakeholder concern so that these could be addressed and incorporated in the transaction structure, and strive for broad based support for the Project among all stakeholders.

The activities and deliverables are broken up into 3 main groups: 1) Stakeholder mapping and analysis, 2) Public Communications Strategy; and 3) Crisis Communications Plan, which will be implemented throughout the 2 project phases.

Firm requirements

IFC now invites eligible consultants to indicate their interest in providing their services by submitting a response to this Request for Expression of Interest (REOI).

The responses presented by the firms will be reviewed and those consultants deemed best qualified in IFCs judgment will be short-listed according to the following criteria:

Qualification Criteria for the Communications Consultant:
- Experience in the area of communications, research, policy reform, advocacy related to concessions and employee relations. The consultants experience should include expertise in developing communications strategies on socio-civic, environment or natural resources issues within developing countries.
- Demonstrated ability to quickly grasp the social, economic and technical aspects of a complex project and ability to work in teams and for stakeholders with diverse interests.
- Experience in the water/wastewater or socially sensitive sectors
- Knowledge of Peruvian public sector administration and experience in working with government clients and their advisors in implementing projects.
- Experience working in Peru and/or other Latin America countries in similar projects
- Fluent in written and spoken Spanish and English

Responses shall not exceed 25 pages. If the submitted response exceeds 25 pages, IFC reserves the right to read only the first 25.
