ASSIGNMENT DESCRIPTION
The objective of the Project is to develop a package of documents and arrange study visit which will help Belarus` Brest and Gomel Region Executive Committees, the Ministry of Economy (MOE) and the National Agency for Investment Promotion (NAIP) to assess the viability of a PPP project to provide nursing homes for elderly people, and prepare a set of ready-to-adjust documents for future projects in the field.

A. Introduction
The EU-Belarus Program for Private Sector Development was launched in January 2019 and will be
implemented over the next two years. The principal Government of Belarus (GoB) counterparts are the
Ministry of Economy (MoE) and the National Agency for Investment Promotion and Privatization
(NAIP). The line ministries and regional government agencies are also beneficiaries. The Program
consists of four components as follows:
(i) SME Development Support (Component 1);
(ii) Investment Attraction and Retention (Component 2);
(iii) Capacity Building for PPPs (Component 3); and
(iv) Paperless Trade Project (Component 4).
PPPs have the potential to inject much-needed capital and technical expertise into Belarus- economy.
GoB launched its PPP program in 2013, motivated by two main factors: (i) insufficient public sector
financing capacity for infrastructure; and (ii) a need to expand the scope of the private sector in the
economy. The PPP program includes capacity building for line ministries and regional authorities. The
Capacity Building for PPPs Component 3, therefore, comprises the following three sub-components:
(i) Methodological Support in areas such as risk management, legal assistance and contract
monitoring;
(ii) Assistance with Project Preparation; and
(iii) Capability Building for Staff, including training and study visits.
This Terms of Reference (TOR) document is intended to develop a viability study, financial models
for nursing home for elderly people with diagnostic services as a Public Private Partnership
(hereinafter - the PPP project), arrange a PPP study visit to Russia (Phase 1), prepare model PPP
agreement and tender documentation for the PPP project (Phase 2) under Assistance with Project
Preparation subcomponent (ii).
B. The Project Background and Overall Objective
The MoE and NAIP have analysed international practice and see the need to research the opportunity
to develop nursing homes for elderly people in Brest and Gomel regions as PPP projects.
The overall objective of the Project is to develop a package of documents and arrange study visit
which will help Brest and Gomel Region Executive Committee (hereinafter - BREC and GREC
respectively), the MoE and NAIP to assess the viability of the PPP project and obtain a set of ready-toadjust documents for future projects in the field.
The scope of work under the TOR is divided into 2 phases:
Phase 1: Conduct viability study, build financial models and arrange a study visit to the Russian
Federation.
Phase 2: Prepare pro forma proposal documentation for an elderly care PPP project including
templates for a pre-feasibility study, PPP agreement and tender documentation.
Based on the results of the work done at the Phase 1, BREC and GREC will decide whether to proceed
to Phase 2 and implement a PPP project. In case BREC and GREC decide not to conduct further
research of the PPP project implementation (due to budget unaffordability, high cost of providing
services by private partner and other reasons and limitations that will have become known by the end

of the Phase 1 and which make the PPP project unattractive to be financed under PPP scheme), Phase
2 will not go ahead.
The developed documentation is intended to be used as a model for future similar projects. Therefore,
when performing the work, the Consultant shall provide its services in a manner suitable for scaling up
for future real projects in this field in the Republic of Belarus.
Based on the viability study results, BREC and GREC may determine a real project to be implemented
as PPP.
