Background Practices Related to the Use of Trichloroethylene (Tce) by the Federal Government and Private Sector Organizations Between 1940 and 1990 in the Valcartier Area Resulted in the Presence of This Substance in the Groundwater. the Tce Present in the Groundwater Around Valcartier Encompasses a Large Area of Land Belonging to Federal, Provincial, Municipal and Private Owners. the Objective of the Project is to Develop and Implement an Approach for Managing the Alleged Discharges of Tce to the Jacques-Cartier River. the Project Proposes the Design, Build, Finance, Operation and Maintenance of a P&T System over an Approximate 15-Year Period.
