1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

2. This solicitation is being issues as a(n) request for quotation (rfq).

3. This solicitation document and incorporated provisions and clauses are those in effect through:

a. Federal acquisition circular fac 2019-03

b. Defense federal acquisition circular dpn 20190531

c. Air force federal acquisition circular afac 2018-0525

4. This acquisition is reserved exclusively for small business concerns and shall be set aside in accordance with far 13.003(b)(1) under the naics code 321991, with a small business size standard of 1, 250 employees. All prospective offerors must be registered in the system for award management (sam) at www.sam.gov. Lack of sam registration will make an offeror ineligible for award. The unit small business specialist is mr. Michael gilbert (michael.gilbert.3@us.af.mil).

5. Pursuant to far 52.232-18, availability of funds, funds are not presently available for this contract. The government`s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the government for any payment may arise until funds are made available to the contracting officer for this contract and until the contractor receives notice of such availability, to be confirmed in writing by the contracting officer.
