ASSIGNMENT DESCRIPTION

As part of the efforts to assist the Western Balkan (WB6) countries towards a path for green and sustainable development, the World Bank intends to provide technical assistance to inform with policy options to decarbonize road vehicle fleets. The objective of this policy study is to identify policy and regulatory measures to improve the environmental performance of road vehicle fleets in WB6. The assignment includes the development of a diagnostic study of vehicle stocks, including e-vehicles, and associated energy markets and the institutional, policy and legal frameworks relevant to road vehicle emission management in WB6 countries. The assignment also includes the development of road vehicle emission policy roadmaps for up to two countries, including cost/benefit analysis for the prioritized policy instruments. The assignment will be based on a carefully crafted stakeholder engagement process
