Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women-s rights at the center of all its efforts, UN Women leads and coordinates the United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States- priorities and efforts builds effective partnerships with civil society and other relevant actors.

UN Women plays an innovative and catalytic role in Palestine since its inception in 1997. UN Women Palestine focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal and thoroughly taking into consideration the specificities of the Palestinian context, UN Women concentrates its efforts and interventions towards the realization of the following strategic goals: Engendering governance, peace and security; Supporting women's income security decent work and economic autonomy; and Promoting women-s rights and protection against violence.

UN Women-s work related to economic empowerment is based on realizing policies that promote women-s participation in the economy in decent work conditions and on promoting the inclusion of women in non-traditional sectors through removing social, customary and political barriers that prevent women from participation in the diverse sectors. The Theory of change provides that if government institutions and private corporations implement and promote gender sensitive policies and procedures, and if national economic related policies and regulations are developed and implemented in favor of promoting women-s employment and investment, and if opportunities for women and women entrepreneurs to move up the value chain in different sectors are promoted, then women-s economic empowerment will be promoted. To that end, UN Women worked with national stakeholders through 2016 and 2017 on developing a policy paper that highlights the main policies that need to be adopted by key governmental institutions to protect local production of cultural, agro-business and agricultural products, and to establish incentives for women cooperatives working in agriculture and synergy creation to enhance their participation in the labour market.

UN Women, through this assignment is seeking to recruit a national consultant to develop policy instruments in relation to the developed policy paper to be adopted by the Ministry of Labour (MoL), Ministry of Agriculture (MoA), Ministry of Women Affairs (MoWA), the Ministry of National Economy (MoNE) and National Committee for Women-s Employment.






Duties and Responsibilities

Under the overall guidance of the UN Women Special Representative, in close coordination and cooperation with UN Women Programme Coordinator, and direct supervision of the Women Economic Empowerment Programme Managerthe Consultant will undertake the following tasks, duties and responsibilities:

1. Review of legal frameworks and the regulatory environment of MSME-s and Cooperatives:

1. Rapid assessment of national policy agenda and relevant sectoral and sub-sectoral national strategies, policy interventions and action plans:

2. Identify main national/sectoral policy to develop policy instruments for implementing the policy agenda per relevant sector:

3. Identify main policy instruments to implement the policy agenda per relevant sector: and

4. Identify two to three policy instrument priorities in consultation with main national stakeholders.

2. Develop policy instrument concept notes:

1. Based on agreed priorities with the relevant ministries, the consultant will develop from 4 policy instruments- concept notes for each target ministry detailing the rationale behind selecting these priorities, impact of implementing these policy instruments, the role of the relevant ministries, and the role of UN Women: and

2. Finalize concept notes based on consultations with all national stakeholders (MOWA, MOA, MONE, MOL, NCWE).

3. Development of a policy paper outlining the policy instruments- concept notes:

1. Update the existing policy paper to include the concept notes (concept notes resulting from working with the 4 target ministries) detailing rationale behind selecting these priorities, impact of implementing these policy instruments, the role of the relevant ministries, and the role of UN Women:

2. Work closely with MoWA, UN Women and other ministries (MoA, MoL, MoNE) and NCWE to endorse the policy paper: and

3. Support MoWA as needed in submitting the policy paper for endorsement by the government.

Timeframe:

The assignment is expected to start in July 2018 and to be finalized by November 2018.

Key Deliverables:

Upon signature of the agreement, the consultant is expected to develop a detailed work plan of the consultancy assignment, including detailed methodology. The key deliverables are as follows:

· Produce 4 concept notes related to policy instruments for each relevant national stakeholder (each containing 2-3 policy interventions for each of the ministries: MoWA, MoL, MoA and MoNE) in Arabic:

· An Arabic & English summery of the concept notes: and

· A revised policy paper outlining results of the concept notes. The Policy paper should be in Arabic.

A Final Arabic & English Executive Summary of the revised policy paper.

Required Skills and Experience

Education:

A BA degree in Gender Studies, Social Studies, Law, or any related development fields, MA degree in an asset.

Experience:

The Consultant should have the following qualifications:

· Significant experience in preparing strategies and policies of a minimum of 5 years;

· Relevant working experience with national committees and ministries of a minimum of 3 years;

· Relevant working experience, of at least 5 years, in conducting capacity building programs related to gender, gender mainstreaming in strategic planning, revision of legal frameworks, etc;

· Previous experience in working with the Palestinian governmental organizations and laws is an asset, including Ministry of Women-s Affairs; and

· Relevant experience in advocacy and networking with different stakeholders (including ministries) is an asset.

Language Requierements:

Fluency (both oral and written) in Arabic and English.
