International open tender for Pre-Qualification of Plant Design, Supply and Installation of Electrification and Grid Upgrade along the CLSG Transmission Line in Monrovia (Liberia)

Project description:

The objective of the project is the electrification of up to 16, 000 customers in two (2) non-electrified areas (gap areas) within the city of Monrovia. The electrification is to be achieved through the financing of grid expansions, densification, refurbishments, and household connections. It will contribute to the provision of a reliable, cost-efficient and environmentally friendly access to energy from the national grid that is mainly supplied by Mt. Coffee hydro power plant. Moreover, the project also aims to contribute to grid stability and will limit technical and non-technical losses by design. In a broader context, the project will promote social and economic development in the project areas. A General Contractor will execute the Engineering, Procurement, and Construction (EPC) project and handle all detailed designs, procurement of equipment required to perform the specification, constructions required within the contractual timeframe, as well as monitor quality and budget.

Requested services:

This “Invitation for Prequalification” is for the Plant Design, Supply and Installation of Electrification and Grid Upgrade of EPC Contractor. The PIU intends to prequalify applicants interested in bidding for this contract. Applicants shall primarily be power companies. A joint venture (consortium) between a power generating company and power design consultant will also be considered. The number of participants in the consortium shall not exceed three. Within 25% of the contract budget the joint venture may also engage a sub-consultant. The main items forming the scope of EPC Contract are as follows:

· Planning and detail design of medium and low voltage installations including transformer substations, customer connections and street lighting;

· Manufacturing, procurement and transport to site of all material and equipment;

· Construction of 22 kV distribution lines with poles, conductors, grounding, protection, distribution transformers, check meters, disconnectors, surge arresters etc.;

· Construction of low voltage network with poles, conductors, grounding, protection accessories and street lighting;

· Construction of customer connections including ready boards with prepayment meters, circuit breakers and associated protection boxes (standardized household distribution if required);

· Delivery of recommended and required spare parts;

· Training and capacity building to PEAs staff;

· Further required works earth and civil works, construction of access ways and dismantling of existing equipment
