The Council is clear that it is seeking a coherent, cohesive, and over-arching Strategy and Investment Plan for the long-term future of the Town (town centre and wider catchment). The strategy needs to be evidenced based and clearly articulate a long-term vision, specific objectives (having regard to the Towns Fund prospectus) and costed interventions (short, medium and long-term). Much of the ground-work is already in place the Council has access to a range of relevant evidence and, along with partners, has a clear sense of direction and a number of key interventions are already in place or in preparation. It is critical that the appointed Consultancy Service interrogate the challenges and opportunities for Newark today, identifying a clear narrative and vision which captures the socio, economic and environmental future (including sites, proposals, and programmes as required). The Strategy and Investment Plan will inform future policy, planning, and investment decisions. It is expected that the Strategy and Investment Plan will offer the market and stakeholders confidence on uses, intent, investment, and relocation/repurposing decisions. Less
