Description : Pennsylvania s State System of Higher Education (State System) is issuing this Request for Proposal (RFP) to obtain Pilot Program Assistance Services (Services) as directed by the Office of Innovation and Transformation (OIT). Specifically, the State System is seeking experienced firms to help it pilot high-potential innovations and to take the most promising innovations to scale across the State System with a view to significantly improving student access, affordability, and success; supporting returning and first-time adult students; and delivering capability with reskilling and upskilling in workforce-aligned credential programs. It is expected that Offerors will support the design, implementation, and assessment of pilot programs in the areas listed above, and assist in the development and implementation of plans to scale innovation with demonstrable impact across the State System.This RFP will result in multiple participation award contracts, which is the first step in a two-step procurement process. Successful placement on the award list provides eligible firms with the ability to provide the Services on an as-needed basis. It is not a guarantee that the State System will request an Offeror to provide the Services. The second step involves the solicitation of a written quotation for each engagement, project, etc., being requested by the Office of the Chancellor or a university.
