General Procurement Notice for Photovoltaic Plants for Pumping Stations Project.

The Delegation of the European Union to Jordan (EU Delegation) has allocated funds to support the implementation of renewable energy projects in the country. The European Bank for Reconstruction and Development (EBRD) has been financing projects in Jordan, including in the municipal and environmental infrastructure and sustainable energy sectors, since 2012. More recently, the Bank has committed to help strengthen the resilience of the water sector, which has been significantly affected by the influx of Syrian refugees. It is in this context that the EU Delegation and the EBRD have agreed to work together on the implementation of the Introduction of Photovoltaic (PV) Systems for the Benefit of 3-5 Water Supply Stations project.

The EU Delegation will fully finance, through a grant of EUR 30 million, the construction of on-site PV systems and/or a PV plant on a wheeling basis. The EU contribution will be used to cover the cost of capital expenditure, associated technical assistance, communication and visibility measures, as well as the remuneration of the Organisation.

The proposed project consists of design, execute and complete at least 30MWp photovoltaic power generation system within 12 months and remedy any defects therein perform the full Operation and Maintenance Services during the defects notification period (24 months) until the issuance of the Performance Certificate. Additionally, the Contracts include the operation and maintenance of the PV plants for 36 months.

The investment intends to set a precedent for the use of new, sustainable technologies in Jordan's water and wastewater sector. The country desperately needs to diversify its energy mix and break away from its independence on foreign power imports. Hence, the successful implementation of the contract is expected to be replicated and help further develop this segment within the country.

The project has a total estimated cost up to about EUR 30 million, and will require the procurement of the following goods, works and services for the Contracts:

Solar Energy 24 MWp Photovoltaic Generation System in the Disi Area
Solar Energy 6 MWp Photovoltaic Generation System in Zara Ma’in Water Station.
Pre-qualification for the above contracts is expected to begin in the last quarter of 2017.

Contracts to be financed with the proceeds of a loan/grant from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan/grant will not be used for the purpose of any payment to persons or entities, for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
