Tender Details

The Waikato Regional Council (WRC) wants to develop and redesign its peat subsidence monitoring method and network so they capture the variation in annual rates of peat subsidence across the region. In time, such data collection will provide information which, at a regional scale, will help; understand existing land and drainage management practises that accelerate or reduce the rate of peat subsidence, provide information to help understand the long term consequences of peat subsidence, and provide good baseline information for future, more detailed, investigations into peat subsidence.

There is an expectation that this re-development will incorporate, or at least consider, innovative technologies associated with the capture of change in land surface level. A re-design does not necessarily mean that all historical monitoring is discarded, and this valuable data should be used where possible. Also, if past differences in peat subsidence rates between land uses and drainage management types can be observed using the method proposed then this information should be included and reported. We want the monitoring to able to detect change over a time period which; supports the Resource Management Act (1991) reporting timeframe of five years, assists with decision making and policy development, and helps reduce risk of data being regarded as being out of date.

Therefore, the proposed project has four key outputs.

- An up-to-date literature review examining approaches to monitor peat subsidence.

- Development of a repeatable method to monitor drained peat subsidence that is able to detect change at an interval of five years.

- Development of a statistically robust regional drained peat subsidence monitoring network. That provides good spatial coverage, captures the effects of peat type, peat depth, and time since drainage, land use (excluding undrained peat wetlands), and drainage management (including water table depth).

- Implementation of the first round of the drained peat subsidence monitoring program measurements
