Expression of Interest are invited for Papua New Guinea Tourism Community Engagement Radio Program.

The Organization: The International Finance Corporation (IFC), the private sector investment arm of the World Bank Group, pursues its mission of reducing poverty and improving peoples lives by promoting sustainable private sector development through investment and advisory services.

The Program: IFCs Papua New Guinea (PNG) Tourism Advisory program works to increase arrivals and the value of tourism to businesses and communities by working with government and private sector to improve the PNG tourism product.

According to the Tourism Promotion Authority, PNG received 86, 403 visitors in 2017, yet less than 25, 000 of these travelled for holiday. The Government of PNG is looking to tourism to boost economic opportunity. However, new tourism infrastructure is required, as is a stronger tourism skills base, a more developed tourism product, and an increased awareness of tourism as a viable employment opportunity for the population. At the same time, PNG has high potential for cultural, historical, and adventure tourism, given the country's diversity and history.

The major development over the last few years in PNG tourism has been a spectacular growth in cruising from Australia. Cruising now contributes an additional 20, 000 tourists per year, with cruise ship arrivals focused on less accessible, outlying areas such as Milne Bay, the Trobriand Islands, and East New Britain, where security concerns are reduced. Opportunities exist to broaden the offer for cruise tourists in these locations.

IFC is focusing its efforts in Alotau (Milne Bay Province) and Rabaul-Kokopo (East New Britain) by working with lead tour operators involved in the cruise sector to grow revenues, develop new products and services, and access new air markets. These efforts are aimed at helping the sector to become increasingly inclusive and grow the awareness of tourism to support future economic opportunities for the community. In addition, IFC has implemented an ongoing International Visitor Survey that assesses visitors views of their travel in Papua New Guinea and a demand assessment that provides information on where opportunities will arise in the future.

IFCs initiative links closely with the World Bank's PNG Tourism Sector Development Project, which is conducting longer term capacity building with Tourism Promotion Authority of Papua New Guinea, to improve destination management in the East New Britain and Milne Bay regions of PNG, and to invest in infrastructure to support the tourism industry.

One area that is affecting the growth of tourism is community awareness of tourism. Businesses in these two provinces cite lack of tourism awareness as an ongoing issue to doing business and growing the sector further. IFC is seeking a consultant to develop a radio program to run in East New Britain and Milne Bay to increase the communities understanding of tourism. The radio program will be educational, provide a basic overview of tourism, and address the needs of the tourism businesses. It will be delivered in two phases. The first phase would be the program development phase and the second phase would be production and implementation.



B. Scope of Work

The consultant will perform the first phase of work in October 2018. The consultant will work closely with IFC to deliver the following tasks:

(1) The first step in the program development will be to hold a workshop in each of these provinces with the tourism business community to identify the priority areas and format of the radio program. The aim of the workshop will be to collectively decide on the scope of the radio program and the issues to be addressed within it.

(2) The second step would involve the development of the radio program content plan in partnership with the local radio stations and provincial tourism boards. Key to the success of the content generation will be to adapt educational content to fit within the local content, i.e. the use of tok bokis. Tok bokis is the art of using a culturally relevant example to explain a difficult concept.

(3) The plan would involve the following details:

a. Radio show concept content, format and production method
b. Intended audience, plus project audience numbers
c. Length of the show and proposed time slot
d. Resourcing and budgeting of the production the costing and necessary inputs for the production, including talent and partners involved
e. Risk management this section would include a strategy on how the production would ensure messages were tested/piloted prior to production

The agreed radio program content and format would form the basis of the second phase of the work. The total days for the first phase of the program would be 10 days. The consultant will need to undertake travel to Kokopo and Alotau to deliver the workshops. The work will be supported by an IFC PNG tourism team member.
