Expression of Interest are invited for Owners Engineer for the Construction of the Huambo-Lubango 400kv Transmission Line and Associated Substations

ENERGY SECTOR EFFICIENCY AND EXPANSION PROGRAMME (ESEEP) PHASE I

The Government of Angola has applied for financing from the African Development Bank (AfDB) toward the cost of the Energy Sector Efficiency and Expansion Programme Phase I (ESEEP-I), and intends to apply part of the agreed amount for this loan, to payments under the contract with an Owners Engineer for the construction of the Huambo-Lubango 400kV transmission line and associated substations. Disbursement in respect of any Contract signed, will be subject to approval of the financing by the Bank

The Project consists of an approximately 343 km Transmission Line and new 400/220/60 kV- 2 x 450 MVA and the upgrading of an existential substation in Huambo.
The services included under the assignment are:
1. Assist Angola Rede Nacional de Transporte de Electricidade (RNT), the Project Implementing
Agency, in managing all the project activities;
2. Provide support to RNT for the transmission line and the associated substation procurement
processes;
a. Support RNTin developing the bidding documents in accordance with AfDB
requirements;
b. Review of existing RNT technical documents and assist RNT to close the gaps, if any;
c. Development of Technical Specifications based on local standards;
d. Assist with and provide support for preparation and issue of the bidding documents, as well as Bid Evaluation and Selection of the EPC contractors, both for transmission line and associated substations;
e. Preparation and submission to RNT and the Bank, detailed project implementation schedule including disbursement schedule.
f. Conduct detailed skills gap assessment of the RNT technical team and provide training recommendations.
g. Transfer of knowledge to RNT team, where identified, required and agreed with and assist RNT to create a sustainable solution to their operational challenges through this project and related designs.

The duration of the assignment is twelve (12) months.

The RNT now invites eligible firmsto indicate their interest in providing these services. Interested firms
must provide information indicating that they are qualified to perform the services (brochures,
description of similar assignments, experience in similar conditions, availability of appropriate skills
among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance
with the African Development Bank’s “Procurement Policy and Methodology for Bank Group
