OUTSOURCING OF WATER TREATMENT SERVICES USING ULTRA-VIOLET (UV) WATER DISINFECTION SYSTEM FOR POTABLE WATER SUPPLY (GOODS-2019-009)





1. The Government of the Philippines through the PUERTO PRINCESA CITY WATER DISTRICT intends to apply the sum of Fifteen Million Pesos (15, 000, 000.00), (Three pesos per cubic meter) being the Approved Budget for Contract (ABC) for the payment under the contract of Twenty-Five (25) Years Contract (year 1 - 2019) for Services for its facilities at Eighteen (18) water sources in Puerto Princesa City, Palawan. Bids received in excess of the ABC shall be automatically rejected at Bid Opening.



2. The PUERTO PRINCESA CITY WATER DISTRICT now invites bids for Outsourcing of Water Treatment Services using Ultra-Violet (UV) Water Disinfection System for Potable Water Supply (Goods-2019-009). The contract will commence within Twenty-Five (25) years after receipt of Notice to Proceed. Bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.



3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.



Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.



4. Interested bidders may obtain further information from PUERTO PRINCESA CITY WATER DISTRICT and inspect the Bidding Documents at the address given below from 8:00 am to 5:00PM.



A complete set of Bidding Documents may be purchased by interested Bidders on February 21, 2019 from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of Twenty-Five Thousand Pesos (25, 000.00). Interested bidders are required to contact the BAC Secretariat before the purchase of bidding documents.



It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.



5. The PUERTO PRINCESA CITY WATER DISTRICT will hold a Pre-Bid Conference on March 01, 2019, 1:30 P.M. at the PPCWD Admin. Office, South National Highway, Sta. Monica, Puerto Princesa City, which shall be open to all interested parties who have purchased the bidding documents.



6. Bids must be delivered to the address below on or before March 14, 2019 1:30 P.M. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 7.



Bid opening shall be on March 14, 2019 1:30 PM at PPCWD Admin. Office, South National Highway, Sta. Monica, Puerto Princesa City. Bids will be opened in the presence of the Bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.
