INVITATION TO BID FOR

OUTSOURCING OF WATER TREATMENT SERVICES USING ULTRA VIOLET HYDRO OPTIC DISINFECTION SYSTEM FOR POTABLE WATER SUPPLY OF ANGELES CITY WATER DISTRICT





1. The Angeles City Water District, through the 2019 Approved Corporate Budget by the Board intends to apply the sum of Three Pesos and Fifty Centavos (Php 3.50) per cubic meter being the Approved Budget for the Contract (ABC) to payments under the contract for Outsourcing of Water Treatment Services using Ultra Violet Hydro Optic Disinfection System for Potable Water System of Angeles City Water District. Bids received in excess of the ABC shall be automatically rejected in the bid opening.





Name of Contract: Outsourcing of Water Treatment Services using Ultra Violet Hydro Optic Disinfection System for Potable Water System of Angeles City Water District

Contract Duration: 25 years

Date Of Delivery: Ninety (90) days upon receipt of Notice to Proceed

Location: Twenty (20) ACWD Pumping Stations

Brief Description: Supply, Installation, Commissioning, Operation and Maintenance of Twenty (20) units Ultra Violet Hydro Optic Disinfection System for Twenty (20) Pumping Stations for Angeles City Water District.

Approved Budget: Three Pesos and Fifty Centavos (Php 3.50) per cubic meter (Inclusive of VAT and all other charges)

Funding Source: Government of the Philippines through ACWD 2019 Approved Corporate Budget by the Board



2. Bidders should have completed, within three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.



3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.



Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.



4. Interested bidders may obtain further information from ACWD BAC Secretariat and inspect the Bidding Documents at the address given below during from 8:00 A.M. to 12:00 noon. ONLY.



5. A complete set of Bidding Documents may be acquired by interested Bidders on October 19, 2018(Friday) from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Fifty Thousand Pesos Only (Php 50, 000.00).



6. The Angeles City Water District will hold a Pre-Bid Conference on October 25, 2018 (Thursday) 3:00 P.M. at Angeles City Water District Admin Building, Pampang Road Barangay Lourdes Northwest, Angeles City which shall be open to prospective bidders. To ensure completeness and compliance of bids, bidders are advised to send not more than two (2) technical and/or administrative representatives who will prepare the bidding documents. Selling of Bidding Documents on the date of Pre-Bid Conference is open from 8:00 a.m to 12:00 noon.



7. Bids must be duly received by the BAC Secretariat at the address below on or before November 07, 2018 (Wednesday) 3:00 P.M. at Angeles City Water District Admin Building, Pampang Road Barangay Lourdes Northwest, Angeles City All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.



Bid opening shall be on November 07, 2018 (Wednesday) 3:01 P.M. at Angeles City Water District Admin Building, Pampang Road Barangay Lourdes Northwest, Angeles City. Bids will be opened in the presence of the bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.



8. The Angeles City Water District assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation to bid and incase the above date is declared a special non-working holiday, it will automatically be reset on the next working day



9. The Angeles City Water District reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
