The State of Senegal has obtained from AFD a loan and a subsidy and from the European Union, a grant whose management has been entrusted to AFD, and intends to use part of the amount of that to make payments under the Agricultural Productivity and Food Security Improvement Project in the lands of the Southern Tiers of Senegal (Tiers Sud-Bey Daaré Project) to finance the services contract related to the Recruitment of the operator : Intermunicipal Support Fund (ISP), Decentralization and land use and assignment plan (POAS) .-- The Services of the consultant will support the communes of Vélingara, Tamba, Kédougou and Salemata departments. :
This public call for expressions of interest follows the general award notice published in the newspaper "Le Soleil" of 28/12/2017.
SODAGRI on behalf of the project Tiers Sud-Bey Daaré invites the consultants to express their interest in providing the services described in the missions above.
The criteria for eligibility for AFD financing are specified in Article 1.3 of the "Guidelines for the Procurement of Contracts Funded by AFD in Foreign States", available online on the AFD website www. .afd.fr.
Interested Consultants must provide information demonstrating that they have the required qualifications and experience relevant to the performance of the Services.
If the consultant is a consortium, the expression of interest must include:
- A copy of the grouping agreement concluded by all of its members.
OR
lettre A letter of intent to form a grouping in the event that its proposal is successful, signed by all its members and accompanied by a copy of the proposed grouping agreement.
The criteria for shortlisting are:

Ø Technical and managerial
qualification Ø Qualification of personnel in the field
Ø Experience in conducting similar missions: (references concerning the execution of similar contracts with the support of the certificates of good execution delivered by the client). The similar nature of the experiments will be analyzed according to:
- The size of the markets;
- The nature of the Services: Support to local development; Development and updating, dissemination and training in POAS; Development, dissemination and training on the rural cadastre, Support to the management of municipal support funds;
- Domain and technical expertise: Planning, Programming, Capacity Building, Social Engineer (Animation, organizational dynamics, social mobilization, etc.) related to local development, Environment, rural and irrigated land, Plan Occupation and Land Use, conflict prevention and management;
- Geographical context: Regions of Kolda, Tambacounda and Kedougou.
The SODAGRI / Tiers Sud-BeyDaare project will draw up a shortlist of up to 6 candidates, pre-selected on the basis of the applications received, to whom it will send the Request for Proposals for the realization of the required Services.
