Other Information
The BAC will use NON-DISCRETIONARY PASS/FAIL CRITERIA in the Eligibility Check/Screening as well as the Preliminary Examination of Bids. The BAC will conduct post-qualification of the lowest calculated bid.
All particulars relative to Eligibility Statement and Screening, Bid Security Performance Security, Pre-Bidding Conference, Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A.9184 and its Revised Implementing Rules and Regulations (IRR).

Prospective Bidders can secure the Bidding Documents submit to the BAC Secretariat, Room 302, 3rd Floor, San Juan Government Center, Pinaglabanan Street, City of San Juan, Metro Manila during the period indicated above. The Pre-Bid Conference and the Opening of Bids will be held at the 2nd Floor (Multi-Purpose Hall), San Juan Government Center, Pinaglabanan Street, City of San Juan, Metro Manila. Only those bidders who purchased the bidding documents will be allowed to participate in the Pre-Bid Conference.
Prospective Bidders of non-expendable goods must have completed within the immediately preceding year a single contract that is similar to the contract to be bid equivalent to at least fifty percent (50%) of the Approved Budget Cost (ABC). For expendable supplies, said single contract must be at least twenty-five percent (25%) of the ABC. For Infrastructure Projects, prospective bidders must have completed at least one (1) contract that is similar to the contract to be bid and whose value must be at least fifty (50%) percent of the ABC to be bid and must have an appropriate PCAB license for the category of the project.
The BAC will issue the Bidding Documents (Envelope No. 1 - Eligibility and Technical), and Envelope No. 2 (Financial) upon payment of a non-refundable amount specified in Ordinance No. 28, Series of 2005 and Ordinance No. 2, Series of 2006, whichever is applicable, to the San Juan City Treasurer-s Office.
The City Government of San Juan, Metro Manila assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of its bids.
The City of San Juan, Metro Manila reserves the right to accept or reject any bid and to annul the bidding process and reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder(s).
