ASSIGNMENT DESCRIPTION
1. Context
The World Bank Group (WBG) launched a new initiative on offshore wind in March 2019. The Offshore Wind Development Program [P170090] is being funded and led by the Energy Sector Management Assistance Program (ESMAP) in close partnership with the International Finance Corporation (IFC, the private sector arm of the WBG), and the objective is to support the inclusion of offshore wind into the energy sector policies and strategies of WBG client countries and the upstream work needed to build a pipeline of bankable projects.

The program objective will be achieved through a combination of knowledge generation and exchange, in-country studies and technical assistance, and fundraising for downstream project development. The program will include globally managed deliverables and support, combined with in-country Advisory Services & Analytics projects (funded internally by ESMAP), and will look to raise additional funding for downstream client-executed activities such as detailed feasibility studies and the preparation of competitive bidding rounds. The program intends to position the WBG as a key player in development of offshore wind projects in our client countries through both private and public investment but will also include active engagement with other development partners.

Three categories of activity are envisaged, as listed below:
1. Global knowledge generation, dissemination and exchange;
2. Upstream country studies and technical assistance;
3. Downstream technical studies carried out by client country governments with WBG support.

Under the first category, the ESMAP-IFC global team is seeking a consultant to develop a preliminary Social Framework (Framework), which would be used as an input to a larger global study planned for delivery in 2020 (working title: Key Factors for Successful Deployment of Offshore Wind in Emerging Markets), and would help inform a series of country roadmap studies that will be individually procured from an existing roster of consultancy firms. The Framework would also help inform the scoping and design of downstream social and other technical studies to be undertaken by client countries with WBG support.

The ESMAP-IFC team is also currently procuring a preliminary Environmental Development Framework, which would perform a similar function but focused on environmental issues. The selected Consultant will have access to this work (assuming overlapping timelines) and also to any other parallel assessments on technical matters.

The preliminary Social Framework would enable the WBG to better understand the following:
Which social aspects are a concern for offshore wind (e.g. fisheries, marine navigation, landscape and visual, land and displacement, labor influx, etc.)?
Which studies are needed to preliminarily map risks on a landscape/seascape-scale?
What are existing approaches applied in developed markets? And, what level of effort / sophistication would be suitable in an emerging market context?
What kind of specialists should be involved in the mapping effort? How much might it cost?
What should the individual country roadmap studies being separately commissioned by the WBG consider, to what level of detail, and what kinds of recommendation should they provide? (*while considering the scope and budget of those studies, and the technical competencies of the roster firms selected by the WBG)

2. Assignment Objectives
The objective of the assignment is to develop a Social Framework that will deepen global knowledge on these issues, inform the country roadmap studies, and ultimately enable WBG client governments to adequately plan for and roll out a landscape/seascape-scale spatial assessment of social risks and opportunities associated with the offshore wind sector in a new market, which would complement those conducted under the Environmental Framework.

3. Scope of Work
The assignment comprises of four tasks:
(i) Identification of social aspects;
(ii) Literature review and comparative analysis;
(iii) Development of draft Social Framework;
(iv) Peer review and development of final Social Framework.
All tasks should be carried out informed by, and in alignment with, the following WBG E&S requirements:
World Banks Environmental and Social Standards (ESS) (2018)
IFC`s Environmental and Social Performance Standards (2012) and Guidance Notes
WBGs General EHS Guidelines (2007)
WBGs EHS Guidelines for Wind Energy (2015)

The Consultant should factor in bi-weekly check-in calls with the WBG Team Leads. Comments on this scope of work are welcomed in the Consultants technical proposal.

Draft Terms of Reference (TOR) are attached, but are likely to be revised prior to issuance of the Request for Proposals (RFP) to the shortlisted firms.

4. Expression of Interest
Consultants are invited to submit Expressions of Interest, which shall include:
Outline of the Consultants core competencies and experience with regards to offshore wind;
Outline of the Consultants experience in carrying out similar assignments;
Brief summary description of the Consultants proposed methodology for carrying out this assignment;
Details of key members of the Consultants proposed team and their relevant experience;
Details of any country or regional experience in WBG client countries, in particular those that have offshore wind potential;
Any comments that the Consultant has on the approach being proposed, content of the assignment or methodological considerations that the WBG should take into account in the design of the TOR for this work. Such feedback is STRONGLY ENCOURAGED.

5. Submission Requirements
The World Bank now invites eligible consultants to indicate their interest in being invited to submit a full proposal in response to the RFP. Submissions shall be received via the World Bank Groups eConsultant platform and be submitted with a file name in the following format: "EOI_Firm-Name_Soc-Framework.pdf".

Interested Consultants must provide information indicating that they are qualified to perform the services, referring to the guidance above. The Expression of Interest submission shall be in the form of a single attached PDF proposal, including any annexes (there is no need to use the text fields in eConsultant). Please note that the total size of this PDF file should be less than 5MB. We require that Consultants limit their response to a focused and tailored submission not to exceed 10 pages, exclusive of suggestions/comments on the proposed approach/methodology, which can be included as annex material. Details of the staff proposed for the assignment should be submitted in a summary table format, without including individual CVs. Submissions that go beyond the 10-page limit WILL NOT BE REVIEWED beyond this point, which may negatively impact on the scoring that is given. The intention is to assess the suitability of each Consultant to be invited to the future RFP, and so firms should keep their submissions concise and to the point.

6. Firm Profile
It is anticipated that Consultants responding to this REOI will be individual consultancy firms, or a consortium of firms with complementary experience and skills (with one firm designated as the lead Consultant). There is no limit on the number of firms in a consortium so long as complementarity and good coordination can be demonstrated.

7. Notes
Expressions of Interest received shall be thoroughly evaluated and scored. Successful firms that are shortlisted shall be informed accordingly and will subsequently be invited to submit proposal in response to an RFP.

This work is being commissioned by the World Bank Group and is being led by a global team based in ESMAP, with IFC involved in the evaluation and management of the assignment. The contract shall be issued by the World Bank according to its standard terms and conditions for consultancy services, and all outputs shall be the property of the World Bank unless otherwise specified. It is likely that all final outputs shall be published on the World Bank website in accordance with the World Banks access to information policies.
