NOTICE OF INTENT TO AWARD SOLE SOURCE.
THIS IS NOT A REQUEST FOR QUOTE. This is a notice of intent to solicit, negotiate, and award to a sole source. Military Sealift Command (MSC), intends to solicit on a sole source basis with CACI, Inc. -Federal to provide worldwide logistics support services. MSC requires worldwide support services in the functional areas of fleet logistics operations, enterprise-wide facilities and Global Shore Infrastructure Program management, acquisition logistics, sustainment logistics, logistics systems and data management, Combat Logistics Force load management, and ordinance management. This procurement action is being conducted in accordance with FAR Part 12, Acquisition of Commercial Items and Far Part 15, Contracting by Negotiation. Furthermore, this procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii)(B). This is considered a bridge action in order to avoid a lapse in services while the competitive follow-on acquisition is developed. It is imperative that the required services that CACI is currently providing to MSC continue until the competitive follow-on contract is awarded.
The applicable North American Industrial Classification System (NAICS) code for this requirement is 541990 and the size standard is $16.5 million. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the previously mentioned authority. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for a competitive proposal. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
